A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
REQUESTING THE DEPARTMENT OF THE ARMY TO CONDUCT FURTHER
STUDIES REGARDING THE ESTABLISHMENT OF THE ARMED FORCES
RESERVE CENTER AT THE LOS ALAMITOS NAVAL AIR STATION.
WHEREAS, the City Council of the City of Cypress has received the draft
Environmental Statement prepared by the Department of the Army for the
establishment of an Armed Forces Reserve Center at the Los Alamitos Naval
Air Station and was requested to submit comments on this Statement prior to
August 16, 1972; and
WHEREAS, the City Council of the City of Cypress has completed an initial
review of the draft Environmental Statement and is concerned over the long range
implications in relation to the proposed reactivation of air activities at the
Naval Air Station; and
WHEREAS, the City Council feels that the draft Environmental Statement
fails to objectively analyze the current environmental situation which
exists in the area immediately adjacent to the Naval Air Station; and
WHEREAS, the City Council is concerned that the report does not afford
the adequate environmental protection to the adjacent residents and property
owners in acquiring sufficient buffer lands which would be needed if the
aircraft activities are expanded; and
WHEREAS, the City Council questions the validity of the draft Environmental
Statement in regard to the noise levels, air pollution impact, conflict with
existing air patterns at the Long Beach Airport and the public interest survey;
and
WHEREAS, the City Council feels that the draft Environmental Statement did
not evaluate other alternative proposals for conducting the air related activities
at existing military airfields which might have less of an environmental impact
than the proposal at Los Alamitos; and
WHEREAS, because of these deficiencies the City Council is concerned that
this additional information be submitted to the City for further review and
analysis.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cypress
that the Department of the Army conduct additional studies regarding the
environmental impact of the establishment of the Armed Forces Reserve Center
at Los Alamitos, preferably by objective outside consultants, and further
that these additional studies be made available to all affected agencies
including the City of Cypress prior to being submitted to the Environmental
Planning Agency.
