RESOLUTION NO. 5386
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
COMMENDING BUENA PARK POLICE CHIEF RICHARD M. TEFANK
UPON HIS RETIREMENT
WHEREAS, Buena Park Police Chief Richard M. Tefank is retiring on March 31, 2001, with
over 32 years of service in law enforcement; and
WHEREAS, Chief Tefank also served four years in the United States Air Force; and
WHEREAS, Chief Tefank began his career in law enforcement in 1968 as a Police Officer with
the Montclair Police Department; in 1972, he laterally moved to the Pomona Police Department where he
rose through the ranks of that department to the position of Chief of Police in 1986; and began his service
as the Buena Park Chief of Police on December 22, 1989; and
WHEREAS, during his tenure as the Chief of Police of Buena Park, Chief Tefank fostered an
atmosphere of support and teamwork with the police agencies that surrounded the Buena Park Police
Department; and
WHEREAS, Chief Tefank has held many leadership positions in law enforcement, and has been
a mentor and confidante to many new chiefs throughout Orange County; and
WHEREAS, during his tenure in Buena Park, Chief Tefank was selected as the Cypress College
Americana Citizen of the Year in 1999, Buena Park Elks Lodge 2046 Citizen of the Year in 1998, and
Volunteer of the Year in 1998 by the Boys & Girls Club of Buena Park; and
WHEREAS, Chief Tefank's professional accomplishments include membership in the California
Police Chiefs' Association, having served on the Board of Directors from 1992 through 2001, serving as
President in 1999; Orange County Chiefs' and Sheriff Association, serving as President in 1995;
Secretary-Treasurer of the Los Angeles County Police Chiefs' Association in 1989; presented the Joe
Molloy Award by the California Police Chiefs' Association in 2000; Buena Park Noon Lions Club; and the
Boys & Girls Club of Buena Park Board of Directors, having served as President from 1995 through 1996.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Cypress, California,
does hereby commend and congratulate Buena Park Chief of Police Richard M. Tefank upon his
retirement, and wishes him well in future endeavors.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Cypress at a regular
meeting held on the 9th day of April, 2001.
