Resolution No. 6943 432 RESOLUTION NO. 6943 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND ACTING AS EX-OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT, APPROVING A ONE-TIME RETENTION STIMULUS FOR ELIGIBLE EMPLOYEES IN THE CYPRESS EMPLOYEES' ASSOCIATION AND MAINTENANCE EMPLOYEES' ASSOCIATION WHEREAS, the City Council appreciates employees' continued service to the City and their willingness to partner with the City in periods of financial uncertainty to ensure high quality and high value services continue to be provided to the community; and WHEREAS, the Cypress Employees' Association (CEA) and Maintenance Employees' Association (MEA) entered into multi-year agreements in 2021 which included annual cost-of-living adjustments (COLA) between two and one-half percent and three percent based on the Consumer Price Index (CPI); and WHEREAS, due to the impacts of inflation over the past 18 months, CPI has far exceeded the negotiated COLAs for the CEA and MEA during this period; and WHEREAS, the City Council desires a $1,000 one-time retention stimulus payment be made to eligible employees in the CEA and MEA to help alleviate the impacts of inflation; and WHEREAS, to be eligible for the full payment, individuals must have been employed as of July 1, 2022 and remain employed through the end of the pay period the retention stimulus payment was approved by the City Council (July 21, 2023) and worked a minimum of 1000 hours in FY 2022-23; and WHEREAS, the retention stimulus will be prorated for employees hired between January 1, 2023 and March 30, 2023 ($500), individuals hired between April 1, 2023 and June 30, 2023 ($250), and any employee hired prior to July 1, 2022 who worked between 500 and 1,000 hours ($500); and WHEREAS, the payment is not performance based and is not considered pensionable compensation; and WHEREAS, the retention stimulus will be paid with the regular payroll on July 28, 2023. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress, and acting as the ex-officio Board of Directors of the Cypress Recreation and Park District, does hereby approve a one-time retention stimulus in the amount of $1,000 for eligible employees in the CEA and MEA.
