Hunger Action Month Proclamation Presentation
ORAL COMMUNICATIONS ON AGENDA ITEMS (Three minutes per speaker. The City

The public may address the City Council on agenda items prior to any action taken. Although
Council Members may provide brief responses, the City Council may not engage in a
discussion with members of the public during the meeting. Please complete a Speaker's Card

6.Approve a Task Order for an Environmental Initial Study/Mitigated Declaration
for a Warehouse Development at 5665 Plaza Drive

Recommendation: Approve a $65,100 task order with LSA for the preparation of an
Environmental Initial Study/Mitigated Negative Declaration at 5665 Plaza Drive.
7.Receive an Update on the Strategic Plan Six-Month Objectives

NEW BUSINESS
10.Approve the Acquisition of Real Property at 6612 Cerritos Avenue
Prepared by: Alicia Velasco, Planning Director
Recommendation:
1. Approve the purchase of real property at 6612 Cerritos Avenue in the amount of
$2,700,000 and authorize a contingency for closing costs not to exceed $15,000; and
2. Authorize the City Manager to sign and finalize all documents associated with the
purchase; and
3. Authorize a $2,715,000 appropriation increase in the Recreation and Park District’s
General Fund for the purchase.
11.Adopt a Resolution Approving a Four-Year Memorandum of Understanding with
the Police Management Association

Recommendation:
1. Adopt a Resolution Approving a Memorandum of Understanding with the Cypress
Police Management Association for the period July 1, 2023 through June 30, 2027; and
2. Approve a $65,000 appropriation in the General Fund for FY 2023-24 salary and
benefit costs.
12.Receive an Update on the Police Department Strategic Plan

13.Designate Voting Delegate for the 2023 League of California Cities Annual
Conference

Recommendation: Designate a voting delegate and up to two alternates for the 2023
League of California Cities Annual Conference.

1. Attend In-Person. First-come, first-served seating is available. All attendees must be free of
any symptoms associated with contagious illnesses.

The public may address the City Council virtually during Oral Communications on Agenda Items
and Public Hearings. Virtual participants must click the 'hand raise' button prior to the end of the
first in-person speaker to indicate they wish to address the City Council. Upon clicking the 'hand
raise' button, please unmute your microphone and wait for the Mayor/City Clerk to call on you.

3. Submit Public Comments Prior to the Meeting. The public may submit comments via email

The City Council does not endorse the content of the invocation and does not endorse the
invocational speaker’s particular faith, belief and/or religious denomination. The City Council has
an established neutral policy for selecting and scheduling invocational speakers. The City
Council’s policy on invocations is available from the City Clerk.
