A regular meeting of the Cypress City Council was called to order at 4:31 p.m. by Mayor
Mallari in the Executive Board Room, 5275 Orange Avenue, Cypress, California.
Pursuant to Government Code section 54953(b), this Regular City Council Meeting included
teleconference participation by Mayor Mallari from Chicago Marriott Oak Brook— 1401 West
22nd Street, Oak Brook, IL 60523

REPORT OF CLOSED SESSION / WORKSHOP
The City Attorney reported that the City Council met in Closed Session and held a discussion
regarding the first item listed on the agenda, Conference with Legal Counsel — Anticipated
Litigation. He stated the City Council received a briefing and no further reportable action was
taken.
Regarding the second Closed Session item listed on the agenda, namely Public Employee
Evaluation of Performance title City Attorney, he reported the City Council deliberated the
public employee evaluation, provided feedback and no further reportable action was taken.
PRESENTATIONS
The City Council presented a Fire Prevention Week Proclamation to Orange County Fire
Authority Division Chief Steve Dohman.
The City Council presented the Police Department with a "Red Ribbon Week" Proclamation.
Community Outreach Officer Julie Marquez accepted the Proclamation on behalf of the
Police Department.

CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a
Council Member requests separate action on a specific item.
Council Member Marquez requested to pull Agenda Items No. 4.
A motion was made by Council Member Burke, and seconded by Council Member Marquez,
to approve Consent Calendar items No. 1 through 3 and 5 through 8.
The motion was unanimously carried by the following roll call vote:

Recommendation:
1. Accept the Residential Street Resurfacing, Project 314, in the amount of
1,016,823.50 and approve the final payment of $46,203.28 to American Asphalt
South, Inc.; and
2. Authorize the City Engineer to file a Notice of Completion with the County Recorder.

Full-Time Recreation Coordinator
Recommendation: Approve converting the permanent part-time Recreation Specialist
position to a full-time Recreation Coordinator position.

Item No. 9: Adopt the Strategic Plan and Six Month Objectives
The City Manager provided a report on this item.
City Council discussion ensued.
A motion was made by Council Member Peat, and seconded by Mayor Mallari, to adopt the
Strategic Plan and six month objectives less the solid waste item.
The motion was carried by the following roll call vote:
AYES: 3 COUNCIL MEMBERS: Peat, Minikus and Mallari
NOES: 2 COUNCIL MEMBERS: Burke and Marquez

ITEMS REMOVED FROM CONSENT CALENDAR
Item No. 4: Accept the Lexington Park, Project 225
Council Member Marquez stated she will abstain from this item.
A motion was made by Mayor Mallari, and seconded by Council Member Peat, to accept the
Lexington Park, Project 225, in the amount of$10,881,046.71 and approve the final payment
of $544,052.34 to Horizons Construction Company International Inc. and authorize the City
Engineer to file a Notice of Completion with the County Recorder.
The motion was carried by the following roll call vote:

COUNCIL MEMBER REPORTS FROM CITY-AFFILIATED BOARDS AND COMMITTEES
AND REMARKS
Council Member Marquez:
Stated she is a part of the Cypress College Presidential Search Committee. Thanked
everyone for their work with the Cypress Community Festival and Cypress Run. Attended
the Rotary Club Wine & Dine event. Attended Sunday service at Neighborhood Church.
Attended the American Legion District 29 general membership meeting. Offered her
assistance to local veterans. Announced office hours at Oak Knoll Park. Thanked Senior
Citizen Commissioners and City staff for their work at the Senior Center. Gave a shout out
to a local resident.
Council Member Burke:
Responded to public comments regarding leaked information from a Closed Session
meeting. Attended the Cypress Community Festival and Cypress Run. Attended Bridges at
Kramer Place Advisory Board meeting. Attended the Orange County Library Advisory Board
meeting and provided information on upcoming events. Announced his family is expecting
another child in 2024.
Mayor Hertz-Mallari
Announced Fire Station 17 will be hosting an Open House event this month.
Council Member Peat
Participated in Eagle Scout interviews. Attended the City of Placentia State of the City.
Attended the grand opening for Kaeser Compressors. Attended the Cypress Run and
Community Festival.
Mayor Pro Tem Minikus
Visited new businesses in the City and announced Dr. Footman will be having an open
house event this weekend. Attended Regional Military Affairs committee meeting. Attended
grand opening event for Kaeser Compressors. Attended Orange County Sanitation District
Board meeting. Participated in the Cypress 5K Run and attended the Cypress Community
Festival.
COUNCIL MEMBER ITEMS FOR FUTURE CONSIDERATION

CITY MANAGER REMARKS
Spoke regarding the Cypress Community Festival and Cypress Run. Reminded residents
about upcoming events in the month of October. Spoke regarding fallen officers Matt Ward
and Chad Swanson.

Mayor Mallari adjourned the Regular Meeting at 7:14 p.m. to an adjourned Regular Meeting,
