4.Approve Agreements for Video Streaming, Closed Captioning and Agenda
Management Software Services

1. Approve an agreement with Destiny Software, Inc. for agenda management
software and support; and
2. Approve an agreement and order with Granicus Inc. for video streaming, archiving,
and closed captioning services.
5.Approve an Agreement for Education, Outreach and Communications for the
Housing Element Implementation Ballot Measure

Recommendation: Approve an agreement with TeamCivx for $104,000 to provide
eduction, outreach, and communications for the Housing Element implementation
ballot measure.
6.Approve Contract Services Agreements for On-Call Sanitary Sewer and Storm
Drain Design Services

Recommendation: Approve agreements for on-call sanitary sewer and storm drain
design services with AKM Consulting Engineers (AKM) and West & Associates

7.Approve Additional Construction Contingency for the Community Center HVAC,

Recommendation: Approve an additional construction contingency of $71,000 to Bon
Air, Inc., for the Community Center Heating, Ventilation, and Air Conditioning (HVAC),
Project 289.
8.Award Contract for Oak Knoll Park Security Improvements, Project 331

Recommendation: Award a contract to Blue Violet Networks for $199,990.81, and
authorize a contingency of $26,500, for Oak Knoll Park Security Improvements.

9.Award Contracts for Oak Knoll Park Sports Field Lighting Replacement, Project

Recommendation:
1. Award a contract to Musco Sports Lighting for $345,575, for the purchase of sports
field lighting equipment and materials; and
2. Award a contract to R&M Electrical Contracting, for $148,115, for the installation of
sports field lighting, and authorize a contingency of $22,000.
10.Receive and File the Cypress Recreation and Community Services Foundation
Annual Report

Recommendation: Receive and file the Recreation and Community Services
Foundation Annual Report for the Fiscal Year ended June 30, 2023.
11.Accept a Three-Year State of California Tobacco Grant for a Tobacco Retailer
Compliance Program

Recommendation: Adopt a Resolution accepting a $128,958 State of California
Tobacco Grant for a Three-Year Tobacco Retailer Compliance Program.
12.Accept an Officer Wellness and Mental Health Grant from the Board of State and
Community Corrections for the Purchase of Equipment for the Police
Department Gym

Recommendation:
1. Accept the award of $37,210 for an Officer Wellness and Mental Health grant from
the Board of State and Community Corrections; and
2. Increase estimated revenues by $37,210 in the General Fund Grants Fund; and
3. Appropriate $11,613 in the General Fund Grants Fund; and
4. Appropriate $25,597 in the City's Capital Replacement Fund; and
5. Authorize the transfer of $25,597 from the General Fund Grants Fund to the City's
Capital Replacement Fund.

14.Approve City Council Appointments to Organizations and Committees

Recommendation: Approve appointments to organizations and committees.
15.Approve an Agreement to Settle the Lawsuit Challenging the City's At-Large
Method of Electing Council Members
Prepared by: Fred Galante, City Attorney
Recommendation: Approve an agreement with Malini Nagpal, Kathryn Shapiro, and
Southwest Voter Registration Education Project to resolve the California Voting Rights
Act action by requesting the Court to enter a judgment requiring the City, pursuant to
procedures set forth in Elections Code § 10010, to change from an at-large system of
electing five Council Members to a system of by-district elections for five Council
Members as described in subsection (a) of Exhibit 1 of the agreement beginning with
the November 2024 City Council election.
16.Approve a Resolution of Intention Regarding Transition to By-District City
Council Elections

Recommendation:
1. Approve a Resolution of intention regarding transition to by-district elections; and
2. Adjust the start time for Regular City Council meeting general sessions that feature a
public hearing related to the adoption of by-district elections to 5pm and ensure the
public hearings begin promptly at 6pm.

17. Approve an Agreement for Services to Establish City Council Electoral Districts
and a Task Order for Community Outreach Services

Recommendation:
1. Approve an agreement with National Demographics Corporation, not to exceed
$50,000, related to establishing City Council electoral districts including providing a
project website, online and paper mapping tools for the public, and in-person
participating at all public hearings; and
2. Approve a task order with Communications LAB, not to exceed $20,000, for
by-district election communications and outreach; and
3. Appropriate $70,000 in the General Fund.
