2023-12-11 13 REGULAR MEETING CYPRESS CITY COUNCIL DECEMBER 11, 2023 6:00 P.M. - GENERAL SESSION A regular meeting of the Cypress City Council was called to order at 6:01 p.m. by Mayor Mallari in the Executive Board Room, 5275 Orange Avenue, Cypress, California. PLEDGE OF ALLEGIANCE Val Mallari, Mayor Mallari's husband, led the Pledge of Allegiance. PRESENTATIONS The City Council recognized outgoing Mayor Anne Mallari. Representatives from Senator Josh Newman, Senator Janet Nguyen and Assembly Woman Sharon Quirk-Silva's office presented a Certificate of Recognition to outgoing Mayor Anne Mallari. A motion was made by Mayor Pro Tern Minikus, and seconded by Council Member Peat, to approve Consent Calendar items No. 1 through 4. Item No. 2: Introduce and/or Adopt All Ordinances and Resolutions Presented for Consideration by Title Only and to Waive Further Reading Item No. 3: Approve the 2024 City Council Regular Meeting Schedule Recommendation: Approve the 2024 City Council regular meeting schedule Item No. 4: Adopt a Resolution Amending Hourly Pay Ranges for Temporary Part-Time and Seasonal Employees Recommendation: Adopt a Resolution amending hourly pay ranges for temporary part- time and seasonal employees. RESOLUTION NO. 6951 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND ACTING AS EX OFFICIO GOVERNING BOARD OF DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT AMENDING RESOLUTION NO. 6906 ESTABLISHING HOURLY PAY RANGES FOR TEMPORARY PART-TIME AND SEASONAL POSITIONS NEW BUSINESS Item No. 5: City Council Reorganization The City Clerk opened the nominations for Mayor. It was moved by Mayor Mallari, and seconded by Council Member Peat, to nominate Mayor Pro Tern Minikus to the office of Mayor. Council Member Burke spoke on this item. A substitute motion was made by Council Member Marquez to nominate herself to the office of Mayor. The Substitute motion failed for lack of a second. Mayor Pro Tern Minikus was elected Mayor by the following ro!i call vote: AYES: 4 COUNCIL MEMBERS: Burke, Peat, Minikus and Mallari NOES: 1 COUNCIL MEMBERS: Marquez ABSENT: 0 COUNCIL MEMBERS: None The City Clerk opened the nominations for Mayor Pro Tern. 15 It was moved by Mayor Minikus and seconded by Council Member Mallari, to nominate Council Member Peat to the office of Mayor Pro Tern. A substitute motion was made by Council Member Burke, and seconded by Council Member Marquez, to nominate Council Member Burke to the office of Mayor Pro Tem. City Council discussion ensued. The substitute motion failed by the following roll call vote: AYES: 2 COUNCIL MEMBERS: Burke and Marquez NOES: 3 COUNCIL MEMBERS: Mallari, Peat and Minikus ABSENT: 0 COUNCIL MEMBERS: None The original motion passed by the following roll call vote: AYES: 3 COUNCIL MEMBERS: Peat, Minikus and Mallari NOES: 2 COUNCIL MEMBERS: Burke and Marquez ABSENT: 0 COUNCIL MEMBERS: None Mayor Mallari recessed the meeting at 7:15 p.m. Mayor Minikus reconvened the meeting at 7:30 p.m. Mayor Minikus thanked everyone in attendance for their support. ADJOURNMENT Mayor Minikus adjourned the Regular Meeting at 7:58 p.m. to an adjourned Regular Meeting, to be held on Monday, January 8, 2024, beginning at 5:30 p.m. in the Executive Board Room.
