PLEDGE OF ALLEGIANCE Council Member Burke led the Pledge of Allegiance. REPORT OF CLOSED SESSION /WORKSHOP The City Attorney reported that the City Council held a Workshop Session regarding the Options to Increase Capacity for High Demand Summer Programs and received an update on Park Regulations. He further stated the City Council met in Closed Session regarding the first item listed on the agenda, namely Conference with Legal Counsel — existing litigation, the matter of Fortis LLP v. Frances Marquez. The City Attorney stated Council Member Marquez recused herself from the item and exited the room. The remaining Council received an update and no further reportable action was taken. Regarding the second Closed Session item, namely Threat to Public Services or Facilities, the City Attorney stated the City Council will reschedule the item to a future meeting. COUNCIL MEMBER REPORTS AND REMARKS Mayor Minikus spoke regarding the January 10, 2024 City Council meeting and invited his colleagues to speak. Council Member Burke responded to comments made by Mayor Minikus at the January 10 City Council meeting. Council Member Marquez responded to comments made by Mayor Minikus at the January 10 City Council meeting. Council Member Mallari spoke regarding the January 10 City Council meeting and recommended an admonishment of Mayor Minikus be added to the next City Council meeting agenda. 29 City Council discussion ensued. Glenn Button, Cypress, spoke regarding Agenda item No. 8 and January 10 City Council meeting interactions. PUBLIC HEARING — 6:00 P.M. Item No. 8: Conduct a Public Hearing to Take Testimony Regarding the Composition of Potential City Council Election Districts Mayor Minikus opened the Public Hearing. The City's consultant, National Demographics Corporation, provided a presentation on this item. City Council asked questions of the consultant. Mayor Minikus invited members of the public to speak on this item. Ed Kraemer, Cypress, expressed concerns regarding citizen input and consideration of property owners near Lexington Park. Bob Youngsma, Cypress, spoke regarding City Council input on district map boundaries. Helen Le, Cypress, spoke regarding inclusion of all resident ideas for maps and timeline for map submissions. No further public comments were made. Mayor Minikus closed the Public Hearing. CONSENT CALENDAR All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member requests separate action on a specific item. Mayor Minikus stated that Agenda Item No. 7, the Warrant Register, includes electronic fund transfer No. 14009 for $294.34 and electronic fund transfer No. 14161 for $294.34 as reimbursement for medical coverage he is entitled to receive as a CaIPERS annuitant. He indicated that in voting for any motion to approve the Warrants Register, he would not be voting on electronic fund transfers No. 14009 and No. 14161 for the reason disclosed. A motion was made by Mayor Pro Tern Peat, and seconded by Council Member Mallari, to approve Consent Calendar items No. 1 through 7. Marilyn Reames, Cypress, spoke regarding destructive and negative comments made at City Council meetings. Ed Kraemer, Cypress, spoke regarding policing-style leadership, Lexington Park design and outreach process. Leo Medrano, Cypress, spoke in support of City Council's decision to settle CVRA lawsuit. David Festa, Cypress, spoke in opposition to CVRA and by-district elections and thanked Mayor Minikus for voting no on settlement lawsuit. 31 Pearl Boelter, Cypress, spoke regarding CVRA and the safe and well-maintained nature of Cypress. Beth Culver, Cypress, spoke regarding CVRA and thanked Mayor Minikus. Harumi Lucak, Cypress, spoke regarding CVRA lawsuit and January 10 meeting. Bob Youngsma, Cypress, spoke regarding Mayor's comments at the January 10 meeting. Clare Chu, Cypress, spoke in support of Mayor Minikus. COUNCIL MEMBER REPORTS FROM CITY-AFFILIATED BOARDS AND COMMITTEES AND REMARKS Council Member Burke: Attended Cal Cities Environmental Quality policy committee meeting and will provide an update at a future meeting. Council Member Marquez: Spoke regarding fire incident that occurred at the Cypress Monterey condominiums. Council Member Mallari: Thanked OCFA Chief Dohman and his staff for their response to fire that occurred at the Cypress Monterey condominiums. Mayor Minikus: No report. COUNCIL MEMBER ITEMS FOR FUTURE CONSIDERATION Council Member Burke requested an item to consider sanctions of Mayor Minikus for statements at the January 10 City Council meeting. Council Member Marquez supported this item. Council Member Mallari requested an item to admonish Mayor Minikus for statements at the January 10 City Council meeting. Mayor Pro Tern Peat and Mayor Minikus supported this item. Council Member Marquez requested an item to consider Reorganization of the City Council to appoint a new Mayor. Council Member Burke supported this item. The City Attorney stated that per the City Council's policy for adding items to an agenda, those items receiving support from one additional Council Member would be brought forward to the next meeting as a discussion item and those items receiving support from two or more additional Council Members would be brought forward to the next meeting for action. CITY MANAGER REMARKS Reminded City Council that a Special Meeting will occur on January 29, 2024. The City Attorney spoke regarding Oral Communications.
