The public may address the City Council on agenda items prior to any action taken. Although Council Members may provide brief responses, the City Council may not engage in a discussion with members of the public during the meeting. Please complete a Speaker's Card to address the City Council in-person. Please follow the instructions at the end of the agenda and wait for the Mayor/City Clerk to call on you to address the City Council virtually. Speakers providing in-person comments will be called first. Members of the public are encouraged to communicate with the City Council via email at adm@cypressca.org or by calling 714-229-6699.   CONSENT CALENDAR All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member requests separate action on a specific item.  Council Members voting no or abstaining on a Consent Calendar item may do so without removing the item from the Consent Calendar.   1.Introduce and/or Adopt All Ordinances and Resolutions Presented for Consideration by Title Only and to Waive Further Reading      2.Approve Retirement and Sale of Police Service Dog Kubo  Prepared by:  Mark Lauderback, Chief of Police Recommendation: 1. Approve the retirement of Police Service Dog Kubo; and 2. Approve the sale of Police Service Dog Kubo to Police Officer Brook Marshall for $1.   3.Approve a Task Order for the Preparation of an Environmental Impact Report for a Warehouse Development at 5665 Plaza Drive  Prepared by:  Alicia Velasco, Planning Director Recommendation:  Approve a $64,900 task order with LSA for the preparation of an Environmental Impact Report.   4.Accept the Senior Center Interior Improvements, Project 290  Prepared by:  Doug Dancs, Director of Public Works Recommendation:   1. Accept the Senior Center Interior Improvements, Project 290, in the amount of $1,018,193.93 and approve the final payment of $50,909.70 to Genesis Builders, Inc.; and  2. Authorize the City Engineer to file a Notice of Completion with the County Recorder.     April 22, 2024 | Page 2  5.Accept the City Hall Public Restroom Improvements, Project 324  Prepared by:  Doug Dancs, Director of Public Works Recommendation:   1. Accept the City Hall Public Restroom Improvements, Project 324, in the amount of $173,001 and approve the final payment of $8,650.05 to Corral Construction & Development Inc.; and 2. Authorize the City Engineer to file a Notice of Completion with the County Recorder.   6.Award Contract for Traffic Camera Upgrades, Project 373  Prepared by:  Doug Dancs, Director of Public Works Recommendation:  Award a contract for traffic camera upgrades to Yunex Traffic for $69,750, and authorize a contingency of $10,400.   7.Receive the Annual Solid Waste Franchise Consumer Price Index Rate Adjustment  Prepared by:  Doug Dancs, Director of Public Works Recommendation:  Receive the annual solid waste franchise Consumer Price Index rate adjustment.   8.Proclaim the Week of April 14-20, 2024 as National Public Safety Telecommunicators Week  Prepared by:  Alisha Farnell, City Clerk Recommendation: Proclaim the week of April 14-20, 2024 as National Public Safety Telecommunicators week.    9.Receive and File the Investment Report for the Month Ended March 31, 2024  Prepared by:  Matt Burton, Director of Finance and Administrative Services Recommendation:  Receive and file the attached investment report.   10.Receive and File Register of Warrants, Transfers, and Wires Issued for the Period of March 9, 2024 through April 5, 2024  Prepared by: Matt Burton, Director of Finance and Administrative Services Recommendation:  Receive and file the attached payment register summarized below for the period of March 9, 2024 through April 5, 2024:  Electronic Funds Transfers 14779 through 14842 Warrants 64698 through 64920 Payroll Transfers W1525 through W1526     April 22, 2024 | Page 3         NEW BUSINESS   11.Approve Pandemic Recovery Plan Business Recovery and Support Program Phase II  Prepared by:  Alicia Velasco, Planning Director Recommendation:   1.  Approve the Pandemic Recovery Plan Business Recovery and Support Program Phase II; and 2.  Appropriate $505,000 of assigned fund balance set-aside in the General Fund to provide business recovery and support under the City's Pandemic Recovery Plan; and 3.  Adopt a Resolution approving the donation of General Funds to eligible businesses;
