April 12, 2023
The regular meeting of the Cypress Senior Citizens Commission was called to order at 3:00 p.m. on
Wednesday, April 12, 2023, in the Cypress Senior Center Conference Room, 9031 Grindlay Street,
Cypress, California.
PRESENT: Commission Chair Osman, Commission Vice Chair Machal, Commissioners
Button, Heins, Ramirez, Stein, and Skorupinski.
ABSENT: None.
Also present: Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation and
Community Services Manager; Shayna Gutierrez, Recreation and Community Services Supervisor;
Alexis Corral, Recreation and Community Services Coordinator.

The pledge was led by Commissioner Ramirez.

NEW BUSINESS
1. Approve Minutes – Meeting of March 8, 2023
It was moved by Commissioner Heins, and seconded by Commissioner Button, to approve the minutes
of the meeting of March 8, 2023.
The motion was carried by the following roll call vote:
AYES:
7 COMMISSIONERS: Button, Heins, Osman, Machal, Ramirez, Skorupinski, and
Stein
NOES: 0 COMMISSIONERS: None
ABSENT: 0 COMMISSIONER: None
2. Civility, Conduct, Ethics and Governance Policy
The Director informed that the policy was updated at the February 13 Council meeting, and
recommended the commission receive the updated policy and sign by April 26.
Commissioner Ramirez asked about the consequences of not signing the signature page.
The Director responded that Council can take action if they choose.
Commissioner Ramirez asked if future changes to the online version can be done with track changes.
The Director responded that a redlined version can be done.

It was moved by Commission Vice Chair Machal, and seconded by Commissioner Ramirez, to receive
the updated Civility policy and that all commissioners sign the signature page by April 26.

3. Recreation and Community Services Strategic Plan 2020-2025
The Director provided an update on the three goals of the 2020 – 2025 Strategic Plan.
Commissioner Stein asked what specific metrics are being used to track volunteer participation, if
Senior Center volunteer levels have increased, and suggested doing volunteer user surveys.
The Director spoke in favor of doing volunteer surveys, that volunteer hours are tracked, and of the goal
being to utilize volunteers more effectively.
Recreation and Community Services Supervisor Gutierrez reported that volunteers levels have
increased at the Senior Center.
Commissioner Heins suggested holding a presentation on volunteering at the Senior Center.
Commissioner Ramirez suggested placing a TV screen in the Senior Center lobby that displays
Cypress news announcements, promotions of events, and volunteer opportunities.
Recreation and Community Services Supervisor Gutierrez responded that a lobby TV screen is being
proposed for the next fiscal year budget.
Commissioner Ramirez asked where renaming and rebranding of the Senior Center is in the line item.
The Director responded that will be through the City’s strategic plan.
Commissioner Stein spoke of obtaining sponsorship for room naming.
The Director reminded of the joint meeting with Council on July 10, which will be in addition to the
regular July meeting.
4. Senior Center 30th Anniversary Recognition
Recreation and Community Services Supervisor Gutierrez informed that staff is in talks with a local
historian to present a history of Cypress; working on giveaways; Kiwanis Club preparing pancakes.
Commissioner Skorupinski asked staff to draft a letter asking for donations that can be presented to
Costco and Stater Bros.
ORAL COMMUNICATIONS (Three minutes per speaker, unless extended by the Commission)
Joe Pak, Senior Field Representative for Assemblymember Sharon Quirk-Silva, distributed information
on the April 14 Breakfast Club at Ehlers Event Center, Buena Park, and reported the state controller’s
office is working on a resolution to be presented at the recognition.

STAFF REPORTS AND DISCUSSION
Recreation and Community Services Supervisor Gutierrez: Senior Center interior improvements.
Recreation and Community Services Coordinator Corral: Senior Prom, March 10; St. Patrick’s Day
Lunch, March 16; Volunteer Recognition, April 21; Mother’s Day Lunch and Tea, May 11; Resource
Fair, June 16.
Recreation and Community Services Director: final plans for the Arnold/Cypress Park redesign will go
to Council late May or early June; City Council approved non-profit grant requests at the April 10
meeting; thanked the commissioners for their attendance to the Commissioner Recognition.
Commissioner Stein asked how vendor applications for the Resource Fair can be obtained and about a
dog park in Cypress.
Recreation and Community Services Supervisor Gutierrez responded interested vendors can contact
the Senior Center.
The Director responded that there has not been much interest in a dog park.
Commissioner Heins asked if Joe Pak will be invited to the Volunteer Recognition.
Recreation and Community Services Supervisor Gutierrez affirmed.

Commissioner Stein: Commissioner Recognition; O.C. Senior Citizens Advisory Council meeting.
Commission Vice Chair Machal asked about teaching a gardening class at the Senior Center.
Recreation and Community Services Supervisor Gutierrez replied that staff can place an ad in the
Along the Way asking for community interest for a gardening class.
Commission Vice Chair Machal read from the suggestion box: (1) Offering a Spanish class; (2)
Resource booklet listing Cypress businesses: (3) Crochet classes; (4) Chair Tai Chi.

ADJOURNMENT
It was moved by Commission Chair Osman to adjourn the meeting of April 12, 2023, at 4:35 p.m. to the
regular meeting of May 10, 2023, to be held in the Senior Center Conference Room at 3:00 p.m.
