May 10, 2023
The regular meeting of the Cypress Senior Citizens Commission was called to order at 3:00 p.m. on
Wednesday, May 10, 2023, in the Cypress Senior Center Conference Room, 9031 Grindlay Street,
Cypress, California.
PRESENT: Commission Chair Osman, Commissioners Button, Heins, Ramirez, Stein, and
Skorupinski.
ABSENT: Commission Vice Chair Machal.
Also present: Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation and
Community Services Manager; Shayna Gutierrez, Recreation and Community Services Supervisor;
Alexis Corral, Recreation and Community Services Coordinator.

The pledge was led by Commission Chair Osman.

NEW BUSINESS
1. Approve Minutes – Meeting of April 12, 2023
It was moved by Commissioner Stein, and seconded by Commissioner Ramirez, to approve the
minutes of the meeting of April 12, 2023.
The motion was carried by the following roll call vote:
AYES:
6 COMMISSIONERS: Button, Heins, Osman, Ramirez, Skorupinski, and
Stein
NOES: 0 COMMISSIONERS: None
ABSENT: 1 COMMISSIONER: Machal
2. Review of City of Cypress’ Six-Month Strategic Operations
The Director spoke on recreation’s goals of maintaining infrastructure and facilities and enhancing
recreation facilities and programs through the City of Cypress’ strategic plan.
Commissioner Ramirez asked how community partners is defined under the mission statement.
The Director responded the definition is very broad, and would include businesses, residents, and non-
profits.
Commissioner Ramirez asked of the target date for the completion of the Arnold/Cypress Park
renovation.

The Director responded that the estimated time is from fall 2024 to winter 2025.
Commissioner Ramirez asked about issues at Oak Knoll Park.
The Director reported on people driving cars onto the park and creating ruts in the turf.
Commissioner Button asked about Council’s rejection of the bids for the Senior Center interior
improvements at the May 8 meeting.
The Director informed that Public Works recommended rejecting all of the bids received and revising
the project scope to include all of the improvements in the base bid instead of separating out additive
bid items. The Director stated the project will go out for new bids and that those will be brought back to
Council.
Commission Chair Osman asked how many bids were received and when the project will go out to bid
again.
The Director responded that four bids were received and of the timeframe being three weeks for
submission of new bids.
Commissioner Button asked the estimated start time for the project.
The Director responded the estimated start time is July.
3. Senior Center 30th Anniversary Recognition
Recreation and Community Services Supervisor Gutierrez reported that staff met with the ad hoc
committee; staff will be reaching out to Trader Joe’s for donations; a postcard with a QR code
containing promotional information on the Senior Center will be distributed at the event.
Commissioner Skorupinski reported that Kiwanis will be preparing pancakes; a Cypress Woman’s Club
member will be baking 300-400 cookies; have reached out to Costco and Stater Bros. for donations.
Recreation and Community Services Supervisor Gutierrez informed that commissioners will be given
an opportunity to sign up to assist at the event.
ORAL COMMUNICATIONS (Three minutes per speaker, unless extended by the Commission)
Cypress resident Charles Osaki spoke of applying for the Senior Commission.
STAFF REPORTS AND DISCUSSION
The Director announced that agreements have been entered into with Anaheim Union High School
District and Cypress College for use of their facilities during the Arnold/Cypress Park renovation.
Recreation and Community Services Supervisor Gutierrez: 41 vendors now signed up for the
Resource Fair.
Recreation and Community Services Coordinator Corral: Mother’s Day Lunch and Tea, May 11;
Summerfest, June 9; Salute to America, June 30; start time change for Senior Grocery Program from 9
a.m. to 10 a.m.
Recreation and Community Services Coordinator Corral provided a recap of the April 21 Volunteer
Recognition.

OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS
Commissioner Button: attended a “Games for Brains” class; Sunshine Board meeting ; volunteering at
Mother’s Day luncheon, May 8 Council meeting; will be attending Youth Action Committee Recognition.
Commissioner Heins: taught “Games for Brains” class; Alzheimer’s support group; attended
presentations on osteoporosis and senior scams.
Commission Chair Osman: FOCCA scholarship awards recognition; Volunteer Recognition; April 24
Council meeting; delivering kindness bags for Meals-On-Wheels participants; Cypress Woman’s Club
tea.
Commissioner Skorupinski: FOCCA scholarship awards recognition; Volunteer Recognition; April 24

Citizens Advisory Council meeting.
Commission Chair Osman asked if the walk for seniors will be happening this year and reported that
Cypress Woman’s Club would like to sponsor the group.
The Recreation and Community Services Supervisor affirmed the senior group will be participating in
the Cypress Run/Walk.
ADJOURNMENT
It was moved by Commissioner Button, and seconded by Commissioner Skorupinski, to adjourn the
meeting of May 10, 2023, at 3:50 p.m. to the regular meeting of June 14, 2023, to be held in the Senior
Center Conference Room at 3:00 p.m.
