OF THE CITY OF CYPRESS
June 14, 2023
The regular meeting of the Cypress Senior Citizens Commission was called to order at 3:00 p.m. on
Wednesday, June 14, 2023, in the Cypress Senior Center Conference Room, 9031 Grindlay Street,
Cypress, California.
PRESENT: Commission Chair Osman, Commission Vice Chair Machal, Commissioners
Button, Heins, Ramirez, Stein, and Skorupinski.
ABSENT: None.
Also present: Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation and
Community Services Manager; Shayna Gutierrez, Recreation and Community Services Supervisor;
Alexis Corral, Recreation and Community Services Coordinator; Teena Tomlinson, Recreation and
Community Services Specialist.
PLEDGE OF ALLEGIANCE
The pledge was led by Commissioners Ramirez and Stein.
ORAL COMMUNICATIONS (Limited to 30 minutes – three minutes per speaker, unless extended by
the Commission)
Joe Pak, Senior Field Representative for Assemblymember Sharon Quirk-Silva, announced the
assemblymember’s district office has relocated to La Palma, and displayed a resolution from
Assemblymember Quirk-Silva honoring the Senior Center’s 30th anniversary.
NEW BUSINESS
1. Approve Minutes – Meeting of May 10, 2023
It was moved by Commissioner Stein, and seconded by Commissioner Button, to approve the minutes
of the meeting of May 10, 2023.
The motion was carried by the following roll call vote:

2. Senior Center Kilns
Recreation and Community Services Supervisor Gutierrez provided background: staff looking to repair
existing kilns; updates will be required to room for repaired or new kilns; ceramics class will not be held
while Senior Center interior improvements are being done due to the lunch program being moved into
the Arts & Crafts Room.
Commissioner Heins asked if North Orange Continuing Education (NOCE) will be paying for repairs or
replacement of the kilns.

Recreation and Community Services Supervisor Gutierrez responded that staff has reached out to
NOCE, but they will not be able to provide funds, and that the ceramics class may be permanently
moved to another facility.
The Director of Recreation and Community Services stated that staff will want to make sure NOCE is
bringing the class back to the Senior Center before any action taken on the kilns, and that the issue of
repairing or replacing the kilns would be brought back to the Commission.
Commissioner Ramirez asked if there are funds in the budget to repair or replace the kilns.
The Director of Recreation and Community Services responded there is money in the budget for
repairs, but replacement kilns would require Council to appropriate funds.
Commissioner Button asked if the problem with the kilns is electrical or mechanical.
Recreation and Community Services Supervisor Gutierrez responded that it’s both.
Commissioner Stein asked if there is an expectation the kilns will be repaired.
Recreation and Community Services Supervisor Gutierrez responded that Public Works has indicated
they can be repaired, but that the delay will be due to the Senior Center interior improvements.
3. Senior Center 30th Anniversary Recognition
Recreation and Community Services Supervisor Gutierrez: Fifty vendors for Resource Fair; Cypress
historian John Olson will provide a presentation; presented information postcards with a QR code that
will be distributed at the recognition; thanked Commission Vice Chair Machal and the Kiwanis for
providing pancakes, Commissioners Button and Skorupinski for extra donations, and Commission
Chair Osman and Commissioner Skorupinski for providing cookies.

STAFF REPORTS AND DISCUSSION
Outgoing Commissioners
The Director of Recreation and Community Services: thanked Commissioners Ramirez and Stein for
their service on the Senior Commission; announced Commissioner Heins is returning for a second
term; official recognition for outgoing commissioners will be at the June 26 City Council meeting.
Senior Center Interior Improvements
The Director of Recreation and Community Services: announced that the Senior Center interior
improvements were approved by Council at the June 12 meeting; that Council approved for the project
to be done all at one time, and that $1.2 million has been allocated for the refurbishment.
Recreation and Community Services Supervisor Gutierrez stated that staff will be meeting with
contractors about a project timeline and that the Senior Center will not be closing down during the
renovation, but will still be offering as many programs as feasible.
Commissioner Ramirez asked if demographic projections were considered in the refurbishment project.

The Director of Recreation and Community Services responded that staff will be monitoring the usage
of the facility.
Recreation and Community Services Supervisor Gutierrez informed that staff wants to add more
evening hours programming to attract younger seniors who work during the day.
Joint Meeting with City Council and Senior Commissioners – July 10
The Director of Recreation and Community Services announced the Senior Commission’s joint meeting
with Council has been moved to a tentative date of August 28 and that the meeting will be an overview
of the Commissioners’ projects.
Recreation Manager Kokot: Concerts on the Green starting June 23; Salute to America, June 30; City’s
new showmobile will be utilized starting with the June 23 concert.
Recreation and Community Services Supervisor Gutierrez: Senior Center line dance groups held a
social and donated $1,500.00 to the Senior Center from funds raised by ticket sales; the County of
Orange donated 15 IPads to the Senior Center; phone system to be upgraded and announced a new
Senior Center phone number; Senior Camp registration almost full.
Recreation and Community Services Specialist Tomlinson: Father’s Day Luncheon, June 15.
Announced her retirement from the City of Cypress effective July 14.
Recreation and Community Services Coordinator Corral: Resource Fair, June 16

Commissioner Button: Mother’s Day Luncheon; City Council meetings.
Commissioner Heins: taught “Games for Brains” class; Cypress P.D. Open House; helping with
Friends of Cypress Library newsletter.
Commission Vice Chair Machal: assisted Kiwanis at Summerfest; will be featured in Cypress
Community Festival promotions on Facebook and Instagram.
Commission Chair Osman: Cypress Police Foundation luncheon; Cypress P.D. Open House; Memorial
Day Tribute at Forest Lawn; June 12 Council meeting.
Commissioner Skorupinski: Cypress P.D. Open House; Memorial Day Tribute at Forest Lawn;
completed the Cypress Citizens Academy; “Games for Brains;” Wednesday cribbage.
Commissioner Ramirez: P.D. Open House; Mother’s Day Luncheon. Thanked the City of Cypress and
staff for the opportunity to serve on the Commission.
Commissioner Stein: Mother’s Day Luncheon. Spoke of the honor of serving on the Commission and
thanked the City of Cypress and staff for the opportunity.
Commissioner Skorupinski suggested the Senior Center have defibrillators in the facility.
The Director of Recreation and Community Services informed the center has defibrillators on hand.
Commission Vice Chair Machal read from the suggestion box: no passwords for computers in the
Senior Center computer lab.

ADJOURNMENT
It was moved by Commission Vice Chair Machal, and seconded by Commissioner Skorupinski, to
adjourn the meeting of June 15, 2023, at 4:10 p.m. to the regular meeting of July 12, 2023, to be held in
the Senior Center Conference Room at 3:00 p.m.
