RESOLUTION NO. 6961
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, CALIFORNIA,
AFFIRMING THE CITY COUNCIL'S COMMITMENT TO EFFECTIVE GOVERNANCE.
WHEREAS, on March 11 , 2024 the City Council adopted Ordinance No. 1207
establishing a by-district election system; and
WHEREAS, the City Council's Strategic Plan includes an objective to sustain the
effective governance of Cypress after the transition to districts; and
WHEREAS, governing citywide allows for the continuation of accessible customer
service, the most effective use of taxpayer resources, and consistency in City services;
and
WHEREAS, all members of the City Council will continue to serve all of the people
of Cypress.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CYPRESS DOES
HEREBY FIND, DETERMINE, RESOLVE AND ORDER AS FOLLOWS:
1 . The City Council recognizes the value of citywide governance regardless of the
method by which Council Members are elected.
2. The City Council will govern on a citywide basis and ensure decisions are made
based on the needs and interests of the entire community.
3. Council Members will help all members of the community regardless of the district
in which a resident resides, a proposed project is located, or district the Council
Member is elected.
4. The City Council will conduct Strategic Planning workshops to develop citywide
priorities and adhere to its priorities throughout the year. Resources will be
allocated citywide, not by district, based on the Strategic Plan with available
resources determining service levels.
5. As required by the City Charter, the City Council will act in accordance with the
Council-Manager form of government and apply all rules and regulations, including
the Municipal Code, citywide.
6. Financial, operational, project, and other information will be presented to the City
Council on a citywide basis and not segregated by district.
7. The City Council will appoint Commissioners at-large.
8. As required by the City Charter, the Mayor will represent the City for ceremonial
and public purposes, and if not available, the Mayor Pro Tem or other Council
Members who are available will represent the City.
9. This resolution will be provided to Council Member candidates and reviewed with
the City Manager as a part of Council Member on-boarding process.
This Resolution shall be effective upon its adoption. The City Clerk shall certify the
adoption of this Resolution.
