A regular meeting of the Cypress City Council was called to order at 4:00 p.m. by Mayor
Minikus in the Executive Board Room, 5275 Orange Avenue, Cypress, California.
Pursuant to Government Code section 54953(b), this Regular City Council Meeting included
teleconference participation by Council Member Mallari from Amara Resort and Spa — 100

REPORT OF CLOSED SESSION / WORKSHOP
The City Attorney reported that the City Council met in Closed Session and held a discussion
on one of the three items listed on the agenda, namely Conference with Legal Counsel —
Anticipated Litigation under the heading initiation of litigation, potential defendant City of
Seal Beach. He reported that the City Council held a discussion and by motion by Council
Member Burke and seconded by Council Member Marquez, the City Council unanimously
directed the City Attorney to file a lawsuit, if necessary, against the City of Seal Beach to
seek contributions related to a personal injury matter.
The City Attorney stated the City Council will recess back into Closed Session following the
open session to continue the discussion of Closed Session items.

The City Attorney then reported that the City Council met in Closed Session on the
Conference with Labor Negotiator item and the City Council discussed the matter, provided
direction, and no further reportable action was taken. The City Council also discussed the
Existing Litigation matter, Southwest Voter Registration Education Project v. City of Cypress
and the City Council discussed the matter, provided direction, and no further reportable
action was taken.
PRESENTATIONS
The City Council presented a Proclamation to the Public Works Department in recognition
of"National Public Works Week".
The City Council presented a Proclamation to the Police Department in recognition of
"National Police Week".
The Chief of Police introduced Police Officers Brianna Reyes, Cameron Shockey and
Nathan Ticorat.

Council Member Marquez requested to pull Agenda Item No. 6.
A motion was made by Mayor Pro Tem Peat, and seconded by Council Member Marquez,
to approve Consent Calendar items No. 1 through 5 and 7 through 9.

contingency of$62,760; and
3. Approve a Task Order for Construction Inspection Services to AKM Consulting Engineers
for $74,384 and authorize a contingency of$7,416.

Item No. 5: Accept the Sewer System Improvements, Project 354
Recommendation:
1 . Accept the Sewer System Improvements, Project 354, in the amount of $62,575 and
approve the final payment of $3,128.75 to Sancon Technologies, Inc.; and
2. Authorize the City Engineer to file Notice of Completion with the County Recorder.
Item No. 7: Accept the Donation of GloBug Portable Lighting Systems from
Multiquip
Recommendation: Accept the donation of four GloBug Lighting Systems valued at $18,000
from Multiquip.
Item No. 8: Approve an Agreement for Police Body Worn Cameras
Recommendation:
1. Approve a five-year agreement for$274,687 with Axon Enterprises, Inc. for the purchase,
installation and support of body-worn cameras for Police department personnel; and
2. Approve an agreement with Axon Enterprises, Inc. for Sourcewell cooperative
agreement pricing.
Item No. 9: Receive and File Fiscal Year 2024-25 Proposed Budget and Capital
Improvement Program
Recommendation:
1 . Receive and file the FY 2024-25 Proposed Budget and Capital Improvement Program;
2. Schedule City Council consideration of adoption of the FY 2024-25 Budget on June 10,
2024; and
3. Publish a notice stating the public may comment on the Budget at the meeting of June
10, 2024.

Item No. 6: Approve the City Engineer's Report and Adopt a Resolution Declaring
the City Council's Intent to Renew Cypress Corporate Center Landscape Maintenance
District No. 1 following a June 24, 2024 Public Hearing
Council Member Marquez commented on this item.
City Engineer answered questions by Council Member Marquez.
A motion was made by Council Member Burke, and seconded by Council Member Marquez,
to approve the City Engineer's Report for the Cypress Corporate Center Landscape
Maintenance District No. 1 for Fiscal Year 2024-25; and adopt the attached Resolution
declaring the City Council's intention to order the renewal of Cypress Corporate Center
Landscape Maintenance District No. 1 for maintenance of the landscape and irrigation
system and setting the public hearing for June 24, 2024.

Attended the Cypress High School Seniors Captone Showcase and thanked the students
for allowing him to participate. Attended the OC Library Advisory Board meeting and
provided an update on their annual budget.
Council Member Marquez:
Attended the PACE graduation ceremony at Grace Christian School. Attended the Senior
Center Volunteer Recognition luncheon. Attended the From-The-Heart-We-Care-Fundraiser
and congratulated Council Member Mallari for her work on the event. Attended the Black
April Remembrance Ceremony in the City of Westminster. Attended the Southern California
Association of Governments conference in Palm Desert. Conducted Commissioner
interviews and thanked all the applicants. Announced her planned attendance at the Police
Foundation luncheon. Wished everyone a Happy Mother's Day.
Mayor Pro Tem Peat:
Attend the Capstone Showcase at Cypress High School. Attended FOCCA Scholarship
reception. Attended the PACE graduation at Grace Christian School. Attended the Senior
Center Volunteer Recognition and congratulated award recipient Carlos Ramirez. Attended
Cypress College Ad Hoc Subcommittee meeting and received an update on student and
community participation on campus. Attended OC Mosquito and Vector Control District
Board meeting. Attended OC Sanitation District Board meeting. Participated in National Day
of Prayer event. Conducted Commissioner interviews.
Mayor Minikus:
Thanked Mayor Pro Tem Peat for speaking at the FOCCA Scholarship reception. Attended
annual Yom HaShoah Holocaust Day of Remembrance at Cypress College.
Council Member Mallari:
Attended the Youth Action Committee end of year celebration. Received a tour of Cypress
College and received information regarding low income services. Participated in the Fire
Ops 101 event with OCFA.
COUNCIL MEMBER ITEMS FOR FUTURE CONSIDERATION
None.
CITY MANAGER REMARKS
Reminded everyone of the Cypress Police Department Open House event and Police
Foundation Luncheon at the Navy Golf Course. Spoke regarding the Housing Element
implementation ballot measure and stated informational documents will be published online
and distributed to all households in the city. Announced community meetings will take place
on June 1 and June 5. Spoke regarding employee introductions.

The City Attorney provided a legal update regarding recent challenges against SB 9 brought
by local charter cities.
ADJOURNMENT — IN MEMORY OF FORMER MAYOR ANNA PIERCY
Mayor Minikus recessed the meeting into Closed Session at 6:53 p.m. to resume discussion
of the Closed Session items as previously reported by the City Attorney.
Mayor Minikus adjourned the Regular Meeting at 8:47 p.m. to an adjourned Regular
Meeting, to be held on Monday, May 13, 2024, beginning at 5:30 p.m. in the Executive Board
Room.
