CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a
Council Member requests separate action on a specific item. Council Members voting no or
abstaining on a Consent Calendar item may do so without removing the item from the Consent
Calendar.
1.Approve Minutes - Meetings of July 8, July 11, August 9, and August 21, 2024

Recommendation: Approve as submitted.
2.Introduce and/or Adopt All Ordinances and Resolutions Presented for
Consideration by Title Only and to Waive Further Reading
3.Adopt a Resolution to Amend the Conflict of Interest Code
Prepared by: Alisha Farnell, City Clerk
Recommendation: Adopt a Resolution amending the Conflict of Interest Code for the
City and Recreation and Park District, which supersedes all prior Conflict of Interest
Codes and amendments previously adopted.
4.Approve a Funding Reallocation for FY 2023-24 Capital Project Expenditures
Prepared by: Doug Dancs, Director of Public Works
Recommendation:
1. Approve a $650,000 funding transfer from the Road Maintenance and Rehabilitation
Account (RMRA) Gas Tax Fund to the City Capital Projects Fund in FY 2023-24 for
use on the Concrete Rehabilitation project rather than the Residential Street
Resurfacing project; and
2. Approve the funding transfer of $650,000 from the Infrastructure Reserve Bank
($450,000) and the General Fund ($200,000) to the City Capital Project fund in FY
2023-24 for use on the Residential Street Resurfacing project rather than the Concrete
Rehabilitation project.
5.Approve a Contract for Park Facility Lock Up Services
Prepared by: Doug Dancs, Director of Public Works
Recommendation: Approve a two-year contract for park facility lock up services to
California Safety Agency for $45,990.
6.Approve Revisions to the Agreement for Recreation Management Software with
CivicPlus, LLC
Prepared by: Jeff Draper, Director of Recreation and Community Services
Recommendation: Approve the renewal Statement of Work and Master Services
Agreement with CivicPlus, LLC.

7.Approve an Agreement for Youth Sports Officials
Prepared by: Jeff Draper, Director of Recreation and Community Services
Recommendation: Approve a one-year agreement for youth sports officiating with
West Coast Officials for an amount not to exceed $16,632.
8.Approve Supplemental Appropriations and Increases to Estimated Revenues
and Transfers for FY 2023-24
Prepared by: Matt Burton, Director of Finance and Administrative Services
Recommendation:
1. Approve FY 2023-24 supplemental appropriations of $1,780,950 and increase
estimated revenues by $20,800 for the City; and
2. Approve FY 2023-24 supplemental appropriations of $224,923 for the Cypress
Recreation and Park District; and
3. Approve a $427,196 transfer from the District's Park Development Fund to the
General Fund; and
4. Approve a $427,196 payment to the City's Infrastructure fund to apply against the
outstanding Repayment Agreement and Promissory Note between the City and Park
District for the construction of Lexington Park.
9.Adopt a Resolution Establishing Benefits for Management Employees
Prepared by: Matt Burton, Director of Finance and Administrative Services
Recommendation: Adopt a Resolution establishing the Schedule of Benefits for
Management employees.
10.Award On-call Contracts for Network Consulting Services
Prepared by: Matt Burton, Director of Finance and Administrative Services
Recommendation:
1. Award a Professional Contract Services Contract to ADS Consulting Group, Inc. for
On-Call Network Consulting Services; and
2. Award a Professional Contract Services Contract to LAN WAN Enterprise for
On-Call Network Consulting Services.

raise' button, please unmute your microphone and wait for the Mayor/City Clerk to call on you.

invocational speaker’s particular faith, belief and/or religious denomination. The City Council has
an established neutral policy for selecting and scheduling invocational speakers. The City
