01-17-2023 MinutesItem # 3 MINUTES OF THE MEETING OF THE CYPRESS TRAFFIC COMMISSION January 17, 2023 3 p.m. A regular in-person meeting of the Cypress Traffic Commission was held in the Garden Room, Community Center, 5700 Orange Avenue, California. CALL TO ORDER Chair Ajello called the meeting to order at 3:00 p.m. ROLL CALL COMMISSION MEMBERS PRESENT: Chair Ajello Vice Chair Bestian Commissioner Sar Commissioner Summers Commissioner Youngerman STAFF PRESENT: City Engineer, Nick Mangkalakiri Traffic Engineer, David Roseman Cypress Police Sergeant, Michael McBain Engineering Aide, Eric Dong Public Works Director, Douglas Dancs Commission Secretary, Norma Vera PLEDGE OF ALLEGIANCE The pledge was led by Commission Chair Ajello ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Traffic Commission) Newly elected Council Member Bonnie Peat was present and addressed the Commission. Councilmember Peat discussed her background, experience, involvement in the community, and vision for the future. Mr. Steve Bryant, a Cypress resident, was present and provided testimony to the Commission regarding traffic safety concerns at the intersection of Ball Road and Via Largo. 1 Cypress Traffic Commission Minutes January 17, 2023 MINUTES It was moved by Vice Chair Bestian and seconded by Commissioner Summers to approve the minutes of the special meeting of December 6, 2022. The motion unanimously carried by the following roll call vote: AYES: 5 COMMISSIONERS: Ajello, Bestian, Sar, Summers, and Youngerman NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None NEW BUSINESS 2. Consideration of new meeting location for all future meetings The City Engineer opened the discussion outlining the reasons for having relocated the January Commission meeting from City Hall to the Garden Room of the Community Center. Furthermore, he recommended that the Commission consider holding all future meetings at the Community Center. It was moved by Commissioner Summers and seconded by Commissioner Sar to concur with the City Engineer's recommendation regarding the location of future meetings. The motion was carried by the following roll call vote: AYES: 4 COMMISSIONERS: Ajello, Sar, Summers, and Youngerman NOES: 1 COMMISSIONERS: Bestian ABSENT: 0 COMMISSIONERS: None 3. Orange Avenue and Cerritos Avenue Roadway Improvement Projects — Verbal Report The Traffic Engineer provided an overview of the roadway improvement projects on Orange Avenue and on Cerritos Avenue. There are two separate projects on Orange Avenue, one currently underway between Valley View and Moody Street and one coming later in the year west of Moody Street. The new roadway striping designed for Orange Avenue makes slight modifications to the bike lanes, parking, and vehicle travel lanes to enhance safety for motorists and cyclists. The bike lanes will be enlarged in certain locations, new left -turn pockets provided at City Hall, and lane transitions lengthened. The project currently underway on Cerritos Avenue between Denni and Walker will also incorporate slight modifications in the striping to tie into the modified roadway layout around Lexington Park and provide longer transitions to better accommodate traffic merges and queues. 2 Cypress Traffic Commission Minutes January 17, 2023 ORAL COMMUNICATIONS (Five minutes per speaker, unless extended by the Commission) None. STAFF REPORTS (NO ACTION OR DISCUSSION REQUIRED) 4. Lexington Park Update — Verbal Report The City Engineer provided an update on the progress of the street work in the vicinity of the park. Lexington Drive is scheduled to be repaved and striped in coordination with the ongoing street rehabilitation work being conducted on Cerritos Avenue. The work on Denni includes the installation of a new solar powered flashing sign for northbound traffic that warns motorists about the curve in the road as they approach the traffic signal at Cerritos. The work around the park was originally delayed because of the recent rains; however, with good weather in the forecast it is anticipated the work will be completed soon. 5. Traffic Project Updates — Verbal Report The Traffic Engineer updated the Commission on the traffic projects that were approved last year. Significant progress has been made on the design of the Orangewood speed display signs and the communications and video upgrades at the Orangewood and Holder intersection. The design work for the new eastbound and westbound right turn arrows at the Cerritos and Walker intersection and the new flashing beacons at Denni and Newman by Arnold Elementary is underway. Staff is also working with the City's traffic signal maintenance contractor on acquiring the audible pedestrian signals that will be installed at the Ball and Denni intersection. COMMISSION MEMBERS REPORTS AND REMARKS Vice Chair Bestian talked about an Event -News Enterprise article from December 14, 2022, that discussed traffic safety concerns related to Arnold Cypress Park. The Vice Chair requested that staff provide a summary and/or overview of the City's plans to modernize Arnold Cypress Park at the next meeting because Commissioners should be aware of the proposed improvements and any traffic related safety concerns. ADJOURNMENT Chair Ajello adjourned the meeting at 3:37 p.m. 3
