02-21-2023 MinutesItem # 1 MINUTES OF THE MEETING OF THE CYPRESS TRAFFIC COMMISSION February 21, 2023 3 p.m. A regular in-person meeting of the Cypress Traffic Commission was held in the Garden Room, Community Center, 5700 Orange Avenue, California. CALL TO ORDER Chair Ajello called the meeting to order at 3:00 p.m. ROLL CALL COMMISSION MEMBERS PRESENT: Chair Ajello Vice Chair Bestian Commissioner Sar — ABSENT Commissioner Summers Commissioner Youngerman — ABSENT STAFF PRESENT: City Engineer, Nick Mangkalakiri Traffic Engineer, David Roseman Cypress Police Sergeant, Michael McBain Engineering Aide, Eric Dong Public Works Director, Douglas Dancs Commission Secretary, Norma Vera PLEDGE OF ALLEGIANCE The pledge was led by Commission Chair Ajello ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Traffic Commission) Newly elected Council Member David Burke was present and addressed the Commission. Councilmember Burke shared his background, experience, involvement in the community, and vision for the future. 1 Cypress Traffic Commission Minutes February 21, 2023 The City Manager was present and addressed the Commission. He thanked the Traffic Commission for their service, and he provided a general update on key projects and issues facing the City in the coming year. He specifically provided an update on Trader Joes and ongoing development activity in the Katella Center project located just west of Costco. He also reminded the Commission of the upcoming commission recruitment process. MINUTES It was moved by Vice Chair Bestian and seconded by Commissioner Summers to approve the minutes of January 17, 2023, with a correction requested by Vice Chair Bestian to indicate that he voted no on Agenda Item 2, the consideration of new meeting location for all future meetings. The motion carried by the following roll call vote: AYES: 3 COMMISSIONERS: Ajello, Bestian, and Summers NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Sar and Youngerman NEW BUSINESS 4. Arnold Cypress Park Project Update — Verbal Report The City Engineer updated the Commission on the Arnold Cypress Park Project. The park is seventy years old, and over time the layout has become inefficient, and the facilities can't support the full range of activities that residents desire. Therefore, the City has retained a park design consultant that is currently well into the design effort to reimagine and reconfigure the park with expanded and new recreational facilities while still supporting the needs of the Cypress Girls Softball League. The new design is anticipated to include enhanced pedestrian access and parking facilities and staff is reviewing the traffic and parking controls in the surrounding street network to determine if additional measures are warranted. The final plans and specifications for the park should be completed by the summer and construction should start later this year. 5. Crescent Avenue Traffic Safety Review At the February 2022, Commission meeting, the Commission requested that the Traffic Engineer conduct a traffic safety review of Crescent Avenue between Moody Street and the western City limit. The Traffic Engineer opened his presentation by providing background on, and an overview of, the existing traffic conditions, traffic safety complaints received in the area, previous traffic investigations, and traffic data gathered. The safety review included a review of collision rates, studies of the traffic and parking controls along Crescent Avenue, and 2 Cypress Traffic Commission Minutes February 21, 2023 specifically if Sumner Place would be a good location for a crosswalk. The study also included a review of the Crescent Avenue and Carob Street intersection to determine if the traffic signal equipment and its operation needed modernization or modification. Based on his review, the Traffic Engineer found that the intersection of Crescent Avenue and Sumner Place was not a good candidate for a crosswalk and that the traffic signal at Crescent Avenue and Carob Street was in good condition and was adequately managing the traffic demands of the intersection. The Traffic Engineer; however, expressed his opinion that traffic speeds within the Crescent Avenue corridor could be a contributing factor in crash rates and the traffic safety concerns expressed by the public. Therefore, the Traffic Engineer recommended a project to install two speed feedback signs on Crescent Avenue west of Sumner Place to alert motorists to the speeds that they are traveling. The cost of such a project would be approximately $35,000 and would have to be budgeted though the City's Capital Improvement Program. Additionally, the Traffic Engineer indicated that Crescent Avenue could be a candidate for a roadway reconfiguration from a four -lane arterial to a two-lane arterial with left -turn pockets and full-time bike lanes. Such a reconfiguration could slow traffic speeds and provide an enhanced pedestrian and bicycle environment; however, it would require concurrence from the City of Lakewood and the City of La Palma, which have ownership of the road on each end of the study area. After discussion by the Commission and additional information provided by staff, it was moved by Commissioner Summers and seconded by Vice Chair Bestian to concur with the Traffic Engineer and recommend to City Council a new Capital Improvement Project to install two speed feedback signs on Crescent Avenue west of Sumner Place. The motion carried by the following roll call vote: AYES: 3 COMMISSIONERS: Ajello, Bestian, and Summers NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Sar and Youngerman It was moved by Commissioner Summers and seconded by Vice Chair Bestian to request the traffic engineers pursue discussions with the adjacent cities regarding the possibility of reconfiguring Crescent Avenue from four lanes to two lanes with left -turn pockets and full-time bike lanes on Crescent Avenue west of Sumner Place. Lexington Park Project Update — Verbal Report The City Engineer provided an update on the utility and roadway work underway in the vicinity of the Lexington Park. 7. Traffic Project Updates — Verbal Report The Traffic Engineer provided an update on the on-going traffic related Capital Improvement Projects that the Commission had recommended to City Council for implementation.
