MINUTES OF THE MEETING OF THE
CYPRESS TRAFFIC COMMISSION
July 18, 2023
3 p.m.
A regular in-person meeting of the Cypress Traffic Commission was held in Ball Room A,
Community Center, 5700 Orange Avenue, California.
CALL TO ORDER
Chair Ajello called the meeting to order at 3:00 p.m.

WELCOME AND INTRODUCTION OF NEW COMMISSIONER
The City Engineer introduced and welcomed William Shakespeare as a newly appointed
Commissioner. Mr. Shakespeare provided a brief introductory statement about his background
and his eagerness to work with staff and others on the Commission.

Mr. Donald Hauser was present for Item No. 3 on the agenda and briefly spoke about his safety
concerns and support for a stop sign on Glenbrook Street at Hanover Drive.
ELECTION OF CHAIR AND VICE -CHAIR
Chair Ajello opened the nomination for Chair. Vice -Chair Bestian nominated Chair Ajello and
Commissioner Summers seconded the motion to nominate Chair Ajello to Chair. There were no
other nominations for Chair.
Chair Ajello was selected to Chair by the following roll call vote:

Commissioner Summers was selected as Vice -Chair by the following roll call vote:

NEW BUSINESS
3. Request for Stop Control on Glenbrook at Hanover
The Traffic Engineer received a request from Donald Hauser, a resident, expressing his safety
concerns regarding the uncontrolled intersection of Hanover Drive and Glenbrook Street. Mr.
Hauser indicated that he has observed multiple occasions where motorists traveling southbound
on Glenbrook Street failed to yield to through traffic on Hanover Drive, resulting in motorists having
to slam on their brakes to avoid a collision.
In response to the request the Traffic Engineer conducted an engineering review of the intersection
and confirmed that the installation of a stop sign on Glenbrook Street for southbound traffic
approaching Hanover Drive is a reasonable and prudent traffic control measure that would be a
safety enhancement for the neighborhood. The Traffic Engineer's determination was based on
observations of traffic flow, intersection geometry, sight visibility of conflicting traffic movements,
and the use of both Glenbrook Street and Hanover Drive as neighborhood cut through routes to
Oxford Academy. Based on the findings of the engineering review and the testimony of Mr. Hauser,
the Traffic Engineer recommends installing a stop sign with associated limit line and "STOP" legend
for southbound Glenbrook Street at Hanover Drive.
After some discussion and inquiry of staff and Mr. Hauser, it was moved by Commissioner
Youngerman and seconded by Vice -Chair Summers to concur with the Traffic Engineer's
recommendation to install southbound stop control on Glenbrook Street at Hanover Drive.
The motion unanimously carried by the following roll call vote:

Staff provided no additional verbal reports.
Commissioner Bestian inquired about the left-hand turn out of the Oxford Academy parking lot
on Orange Avenue. The Traffic Engineer indicated that school driveway is currently signed with
a no left -turn during school arrival and departure times; however, the City will soon post its own
signs in the public right-of-way prohibiting the left -turn so that the restriction can be enforced by
Cypress Police. The Traffic Engineer also indicated that left -turn prohibitions have been approved
for the driveway serving the new housing complex directly across the street from the school
driveway. Those signs will be installed prior to completion of the housing construction project.

Commissioner Youngerman inquired about an update on Arnold Cypress Park Project. The City
Engineer provided an update on the design and construction phases of the project.
Commissioner Youngerman asked if there was a chance that the City can recover the soccer
field at Cypress College for resident use. The City Engineer indicated he did not know but that
question is probably best posed to the Recreation and Community Services Department.
Vice -Chair Summers inquired about the Cerritos Avenue new landscape Project. The City
Engineer indicated that the project will be replacing existing landscaping that is in poor condition
and that there will be no expansion of the landscaped area so traffic visibility and sight lines
should be unaffected by the project.
Commissioner Shakespeare inquired about the recent City Council item regarding the settlement
agreement with the Orange County Transportation Authority (OCTA). The City Engineer briefly
explained the City's maintenance of effort (MOE) benchmark and how a recent audit identified a
discrepancy on how indirect costs were calculated. Due to this discrepancy, the City did not meet
its MOE and future Measure M funding would be withheld until certain conditions within the
settlement agreement are met.
City Engineer provided the Commission with two maps: 1) a map identifying all traffic signals
throughout the city and which agency is responsible for its operations and maintenance; and
2) a map identifying the city's jurisdictional boundary and bordering agency.
Commissioner Shakespeare inquired about street lights and asked how a resident can report a
street light out, City Engineer responded it can be done via Cypress Central, City's website, or
directly to Southern California Edison.
