AGENDA AMENDMENT
Pursuant to Government Code Section 54953, this Special City Council Meeting includes
teleconference participation by Council Member Anne Mallari from Cypress City Hall, 5275
Orange Avenue, Cypress, CA 90630.

ORAL COMMUNICATIONS ON AGENDA ITEMS (Three minutes per speaker. The City

Council Members may provide brief responses, the City Council may not engage in a

CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a
Council Member requests separate action on a specific item. Council Members voting no or
abstaining on a Consent Calendar item may do so without removing the item from the Consent
Calendar.
1.Introduce and/or Adopt All Ordinances and Resolutions Presented for
Consideration by Title Only and to Waive Further Reading
2.Amend Section 21A of the Municipal Code Related to Purchasing Thresholds
Prepared by: Matt Burton, Director of Finance and Administrative Services
Recommendation: Introduce for first reading an Ordinance, by title only, amending
Section 21A of the Municipal Code authorizing changes in purchasing bid procedures
and contract award thresholds.

3.Approve a Specific Plan Amendment and Site Plan Review, and Certify an
Environmental Impact Report for a Light Industrial/Warehouse Building at 5665
Plaza Drive

Recommendation:
1. Introduce for first reading an Ordinance amending the McDonnell Center Specific
Plan; and
2. Adopt a Resolution approving a Site Plan Review for the 5665 Plaza Dr. project; and
3. Adopt a Resolution certifying the Environmental Impact Report, approving the
Findings of Fact and the Mitigation Monitoring and Reporting Program.

Any Council Member Wishing to Retain Separate Legal Counsel to Represent
Them on City-Related Matters

Recommendation: Approve a Resolution adopting procedural requirements as
prerequisites for any Council Member wishing to retain separate legal counsel to
represent them on City-related matters.

any symptoms associated with contagious illnesses.
