3.Second Reading of an Ordinance to Lower the Speed Limit on Crescent Avenue
Prepared by: Nick Mangkalakiri, Acting Director of Public Works
Recommendation: Approve the second reading and adopt an Ordinance by title only
and waive further reading, amending Chapter 16 of the Municipal Code modifying speed
limits along Crescent Avenue.
4.Accept the Arterial Street Rehabilitation, Project 350
Prepared by: Nick Mangkalakiri, Acting Director of Public Works
Recommendation:
1. Accept the Arterial Rehabilitation, Project 350, in the amount of $2,389,774.04 and
approve the final payment of $119,488.70 to R.J. Noble Company; and
2. Authorize the City Engineer to file a Notice of Completion with the County Recorder.
5.Award a Contract for Park Playground Surface Sealing & Repairs, Project 400
Prepared by: Nick Mangkalakiri
Recommendation: Award a contract to Robertson Industries, Inc. for $80,266 and
authorize a contingency of $12,000.
6.Approve the Urban Area Security Initiative Sub-Recipient Agreement
Prepared by: Mark Lauderback, Chief of Police
Recommendation: Approve the Urban Area Security Initiative Sub-Recipient Agreement.

7.Approve the Purchase of Police Department Tasers

Recommendation: Approve a five-year agreement for $330,386 with Axon Enterprises,
Inc. for Police Department Tasers.
8.Approve a Cybersecurity Monitoring Services Agreement
Prepared by: Matt Burton, Director of Finance and Administrative Services
Recommendation: Approve a three-year agreement for $34,214.40 with Insight Public
Sector, Inc. for cybersecurity monitoring services.
9.Approve the Purchase of Replacement Network Switches and Sensors
Prepared by: Matt Burton, Director of Finance and Administrative Services
Recommendation: Approve a $115,766.53 purchase for replacement network
switches, new sensors, and three years of associated support and maintenance from
Insight Public Sector, Inc.
10.Adopt a Resolution Approving the Measure M2 Annual Expenditure Report

Recommendation: Adopt a Resolution approving the Measure M2 Annual Expenditure

Tract Map, and finding a 20 townhome development at 5732 Lincoln Avenue project
exempt from California Environmental Quality Act requirements, and approve an

2024, beginning at 5:30 p.m. in the Executive Board Room.
Council Members and the public should promptly exit the Council Chambers and proceed
through the Civic Center to the parking lot.
