The public may address the City Council on agenda items prior to any action taken. Although
Council Members may provide brief responses, the City Council may not engage in a
discussion with members of the public during the meeting. Please complete a Speaker's Card

and wait for the Mayor/City Clerk to call on you to address the City Council virtually. Speakers

CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a
Council Member requests separate action on a specific item. Council Members voting no or
abstaining on a Consent Calendar item may do so without removing the item from the Consent
Calendar.
1.Approve Minutes - Meetings of October 28, November 12, and November 18, 2024

Recommendation: Approve as submitted.
2.Introduce and/or Adopt All Ordinances and Resolutions Presented for
Consideration by Title Only and to Waive Further Reading
3.Accept Flooring/Carpeting Replacement for the City Hall West Wing, Project 326
Prepared by: Nick Mangkalakiri, Acting Director of Public Works
Recommendation:
1. Accept the Flooring/Carpeting replacement for the City Hall West Wing, Project 326,
in the amount of $83,882.55 and approve the final payment of $4,194.13 to Milliken
Services, LLC; and
2. Authorize the City Engineer to file a Notice of Completion with County Recorder.
4.Approve Plans and Specifications and Award Contract for City Street Light LED
Conversion, Project 409
Prepared by: Nick Mangkalakiri, Acting Director of Public Works
Recommendation:
1. Approve Plans and Specifications for City Street Light LED Conversion, Project 409;
and
2.Award a contract to Yunex LLC for $92,949, and authorize a contingency of $13,900;
and
3. Approve a Task Order for Construction Inspection Services to FCG Consultants Inc.,
for $10,748.88, and authorize a contingency of $1,600.

5.Approve Plans and Specifications and Award Contracts for Concrete
Rehabilitation, Project 387

Recommendation:
1. Approve Plans and Specifications for Concrete Rehabilitation, Project 387; and
2. Award a contract to CJ Concrete Construction Inc. for $162,550, and authorize a
contingency of $24,400; and
3. Approve a Task Order for Construction Inspection Services to FCG Consultants, Inc.
for $67,298.60 and authorize a contingency of $11,000.
NEW BUSINESS
6.Approve City Council Appointments to Organizations and Committees

Recommendation: Approve appointments to organizations and committees.
7.Establish a City Council Ad Hoc Subcommittee to Advise and Assist with the
Development of Community Survey Questionnaire
Prepared by: Alisha Farnell, City Clerk
Recommendation: Adopt a Resolution creating an ad hoc subcommittee to advise and
assist with the development of the community survey questionnaire, appointing two
members of the City Council to the ad hoc subcommittee, and establishing its duration
and duties.

ADJOURNMENT - IN MEMORY OF SIGNAL HILL POLICE CHIEF WAYNE BYERLEY AND
OCFA FIRE APPARATUS ENGINEER KEVIN SKINNER
The next meeting will be an adjourned Regular Meeting, to be held on Monday, January 27,
2025, beginning at 5:30 p.m. in the Executive Board Room.
Council Members and the public should promptly exit the Council Chambers and proceed
through the Civic Center to the parking lot.

Members of the public can participate in the City Council meeting in the following ways:
1. Attend In-Person. First-come, first-served seating is available. All attendees must be free of
any symptoms associated with contagious illnesses.
2. Attend Virtually via Webinar. Follow this link:

recommended.
The public may address the City Council virtually during Oral Communications on Agenda Items
and Public Hearings. Virtual participants must click the 'hand raise' button prior to the end of the
first in-person speaker to indicate they wish to address the City Council. Upon clicking the 'hand
raise' button, please unmute your microphone and wait for the Mayor/City Clerk to call on you.

3. Submit Public Comments Prior to the Meeting. The public may submit comments via email
to cityclerk@cypressca.org. Comments submitted by 3:00 p.m. on the day of the meeting will be
added to the meeting record.

36 or on the City's website at www.cypressca.org/watchlive.
5. Listen to the Meeting. Listen-only teleconferencing is available by calling (415) 655-0052 and
entering Access Code 408-019-247. No registration or audio pin is necessary.
INVOCATION POLICY
The City Council does not endorse the content of the invocation and does not endorse the
invocational speaker’s particular faith, belief and/or religious denomination. The City Council has
an established neutral policy for selecting and scheduling invocational speakers. The City
Council’s policy on invocations is available from the City Clerk.
