07-10-2024 MinutesRECREATION MINUTES OF A MEETING OF THE SENIOR CITIZENS COMMISSION OF THE CITY OF CYPRESS July 10, 2024 The regular meeting of the Cypress Senior Citizens Commission was called to order at 3:00 p.m. on Wednesday, July 10, 2024, in the Cypress Senior Center Conference Room, 9031 Grindlay Street, Cypress, California. PRESENT: Commission Chair Machal, Commissioners Croce, Heins, Nessary, Osman, and Skorupinski ABSENT: Commissioner Fayne Also present: Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation and Community Services Manager; Shayna Gutierrez, Recreation Supervisor; Taylor Burtle, Recreation Coordinator. PLEDGE OF ALLEGIANCE The pledge was led by Coordinator Burtle. ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Commission) Cypress resident Kyle Chang thanked the Commissioners for their service. Former Senior Commissioner Glenn Button welcomed the new Commissioners. NEW BUSINESS 1. Approve Minutes — June 12, 2024 It was moved by Commissioner Heins, and seconded by Commissioner Croce, to approve the minutes of the meeting of June 12, 2024. The motion was carried by the following roll call vote: AYES: 6 COMMISSIONERS: Croce, Heins, Machal, Nessary, Osman, and Skorupinski NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Fayne 2. Reorganization of the Senior Citizens Commission It was moved by Commissioner Osman, and seconded by Commissioner Skorupinski, to approve the nomination of Commissioner Heins for Chair. The motion was carried by the following roll call vote: AYES: 6 COMMISSIONERS: Croce, Heins, Machal, Nessary, Osman, and Skorupinski NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Fayne It was moved by Commissioner Osman, and seconded by Commission Chair Heins, to approve the nomination of Commissioner Skorupinski for vice chair. The motion was carried by the following roll call vote: AYES: 6 COMMISSIONERS: Croce, Heins, Machal, Nessary, Osman, and Skorupinski NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Fayne 3. Senior Commissioners Activities and Committee Assignments Recreation Supervisor Gutierrez provided background on the committee assignments. Senior Citizens Commission discussion ensued. It was moved by Commissioner Croce, and seconded by Commissioner Machal, to approve the Commission committee assignments as follows: Cypress Senior Center Programs—no specific commissioner assigned; on an as needed basis Cypress Sunshine Club Liaison—Commissioner Croce Senior Citizens Club Liaison—Commission Vice Chair Skorupinski Youth Action Committee—Commissioner Croce primary, other commissioners on a rotating basis Cypress Police Department Liaison—Commissioners Nessary and Osman Orange County Senior Advisory Council—Commission Vice Chair Skorupinski and Commissioner Machal, Commission Nessary as alternate The motion was carried by the following roll call vote: AYES: 6 COMMISSIONERS: Croce, Heins, Machal, Nessary, Osman, and Skorupinski NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Fayne Commission Chair Heins asked Supervisor Gutierrez to forward to the Commissioners a sign-up list with the dates of the Youth Action Committee meetings. STAFF REPORTS (NO ACTION OR DISCUSSION REQUIRED) The Director presented a gavel to Commission Chair Machal and thanked him for his service as chairperson. The Director thanked the commissioners for attending Salute to America, the Concerts on the Green, and for attending the joint meeting with City Council on July 8. 2 Recreation Manager Kokot reported on the following park projects: picnic shelter rehab at Veterans Park, installation of LED lighting at Oak Knoll Park; installation at Arnold Cypress Park of lighting structures and parking lots. Recreation Supervisor: thanked the Commissioners for helping at the Independence Day Intergenerational Lunch; will be offering the Senior C.A.M.P. in December; six month program summary will be presented at the August Commission meeting. Recreation Coordinator Burtle: Senior C.A.M.P. at the Civic Center Green this week; working on presenting a chair volleyball event on a monthly basis. OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS Commissioner Nessary introduced herself. Commissioner Croce: Floral arranging class; Father's Day luncheon; Resource Fair booth for Cypress P.D.; Salute to America; Independence Day Intergenerational Lunch. Commissioner Machal: Father's Day Lunch; cooking pancakes with Kiwanis for the Resource Fair. Praised staff on the Father's Day Lunch and thanked the Commission for letting him serve as chairperson. Commissioner Osman: City Council meetings; delivering Kindness Bags for Meals on Wheels; Salute to America; concerts; Chamber of Commerce breakfast meeting. Announced the Cypress Women's Conference in October. Commission Vice Chair Skorupinski: Independence Day Intergenerational Lunch. Spoke of being on the Board of the Cypress Boys & Girls Club and that the club expressed interest in doing the event again. Commission Chair Heins: "Games for Brains;" Independence Day Intergenerational Lunch; joint meeting with City Council.
