06-12-2024 MinutesRECREATION MINUTES OF A MEETING OF THE SENIOR CITIZENS COMMISSION OF THE CITY OF CYPRESS June 12, 2024 The regular meeting of the Cypress Senior Citizens Commission was called to order at 3:00 p.m. on Wednesday, June 12, 2024, in the Cypress Senior Center Conference Room, 9031 Grindlay Street, Cypress, California. PRESENT: Commission Chair Machal, Commission Vice Chair Button, Commissioners Croce, Heins, Osman, and Skorupinski ABSENT: Commissioner DeCesare Also present: Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation and Community Services Manager; Shayna Gutierrez, Recreation Supervisor; Taylor Burtle, Recreation Coordinator. PLEDGE OF ALLEGIANCE The pledge was led by Commissioner Croce. ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Commission) None. NEW BUSINESS 1. Approve Minutes — Meeting of May 8, 2024 It was moved by Commission Vice Chair Button, and seconded by Commissioner Croce, to approve the minutes of the meeting of May 8, 2024. The motion was carried by the following roll call vote: AYES: 6 COMMISSIONERS: Button, Croce, Heins, Machal, Osman, and Skorupinski NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: DeCesare 2. Review the Recreation and Community Services Strategic Plan The Director provided an overview of the Recreation and Community Services Strategic Plan. The Commissioners asked questions of staff. Report received and filed. ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Commission) None. STAFF REPORTS (NO ACTION OR DISCUSSION REQUIRED) The Director reported that the Recreation and Community Services Commission recommended merging the Community Center and Senior Center Facility Use Agreements into one document and that staff will be bringing forward to the Senior Commission at a future meeting. The Director reported that Cynthia Fayne has been appointed to the Senior Commission and that she is replacing Commissioner Jon DeCesare. The Director reported that the joint meeting with Council will be on July 8 and the Commissioners will receive a reminder email. Supervisor Gutierrez and Recreation Coordinator Burtle passed around volunteer forms for Senior Resource Fair, Father's Day Celebration, and Independence/Intergenerational Lunch. Recreation Coordinator Burtle reported on Senior C.A.M.P. and free notary services starting in June. Supervisor Gutierrez reported on the donation to the Senior Center from the Line Dance group. OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS Commissioner Croce: P.D. Open House; Mother's Day Celebration. Spoke of enjoying the Youth Action Committee meetings. Commissioner Heins: "Games for Brains," Citizens Academy; Council meetings; identity theft workshop. Praised the Citizens Academy and the workshop. Commissioner Osman: Council meetings; P.D. Open House; P.D. Foundation Luncheon; Announced the Cypress Women's Conference on October 23. Attended chair yoga and "Games for Brains" classes. Praised Commissioner Heins for her teaching methods. Commission Skorupinski: Mother Day's Celebration; Council meetings; P.D. Open House; P.D. Foundation Luncheon; Housing Element community meeting; "Games for Brains" classes; cribbage. Commission Vice Chair Button: Housing Element community meeting; Senior and Sunshine Club board meetings. Spoke of the clubs' ongoing concerns about the parking lot lighting and seniors being displaced for voting in November. Announced his resignation from the Senior Commission effective June 12 to run for City Council. The Director reported that staff is in communications with Orange County Registrar of Voters about having voting at the Senior Center for four days instead of eleven days. 2 Commission Chair Machal: Housing Element community meeting; P.D. Open House; Citizens Academy. Received Man of the Year Award from Cypress Chamber of Commerce. Praised the Citizens Academy program and expressed disappointment the program won't be offered as often. The Director responded that the plan is to do the program every other year.
