MINUTES OF A MEETING OF
THE SENIOR CITIZENS COMMISSION
OF THE CITY OF CYPRESS
May 8, 2024
The regular meeting of the Cypress Senior Citizens Commission was called to order at 3:00 p.m.
on Wednesday, May 8, 2024, in the Cypress Senior Center Conference Room, 9031 Grindlay
Street, Cypress, California.
PRESENT: Commission Chair Machal, Commission Vice Chair Button, Commissioners
Croce, Heins, Osman, and Skorupinski
ABSENT: Commissioners DeCesare and Osman
Also present: Jeff Draper, Director of Recreation and Community Services; lan Kokot, Recreation
and Community Services Manager; Shayna Gutierrez, Recreation Supervisor; Taylor Burtle,
Recreation and Community Services Coordinator.
PLEDGE OF ALLEGIANCE
The pledge was led by Commission Chair Machal.
ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended
by the Commission)
Joe Pak, Senior Field Representative for Assemblymember Sharon Quirk -Silva, reported on the
progress of the Orange County Veterans Cemetery.
NEW BUSINESS
1. Approve Minutes — Meeting of April 10, 2024
Commission Vice Chair Button asked if a date has been set for the P.D. presentation on scams
noted on the second page of the April minutes.
Recreation Coordinator Burtle replied it will be in June and that the definite date will be announced
in the "Along the Way."
It was moved by Commissioner Heins, and seconded by Commission Vice Chair Button, to
approve the minutes of the meeting of April 10, 2024.
The motion was carried by the following roll call vote:
AYES: 5 COMMISSIONERS: Button, Croce, Heins, Machal, Skorupinski
NOES: 0 COMMISSIONERS: None
ABSENT: 2 COMMISSIONERS: DeCesare, Osman
2. Civility, Conduct, Ethics and Governance Policy
The Director provided background and reported that City Council reviewed the policy in March
2024 with no changes made.
3. Review of the City of Cypress' Six Month Strategic Objectives
The Director provided background on the objectives and achievements.
Commissioner Heins asked if the conversion of City vehicles to either electric or hybrid will include
police cars.
The Director responded that police cars would be not be included.
Commission Chair Machal asked if this is the result of the state mandate.
The Director responded it's both state mandates and because the Recreation Department needs to
replace existing vehicles.
Commission Chair Machal asked if the Senior Commissioners can attend the construction site tour
of Arnold Cypress Park.
The Director responded the Senior Commissioners are welcome to attend the dirty boots tour, and
that the public can be present as well.
Commissioner Heins asked of the estimated completion date for Arnold Cypress.
The Director replied early spring of 2025.
The Director informed of the Recreation Commission's recommended updates to the facility
policies and that revisions to the Senior Center's facility use agreement will be brought to the
Senior Commission at a later meeting.
The Director reported that the City's Strategic Plan for rebranding may include looking at potential
naming opportunities for the Senior Center.
Commissioner Heins asked if there will be another joint meeting with Council.
The Director replied that will be in July and will confirm the date at the next Commission meeting.

STAFF REPORTS (NO ACTION OR DISCUSSION REQUIRED)
Recreation Supervisor Gutierrez: Mother's Day Celebration, May 9. Thanked Commissioners
Croce and Skorupinski for volunteering at event. Thanked the Commissioners who attended the
Volunteer Recognition Celebration.
Recreation Coordinator Burtle: Cinco de Mayo Celebration; Senior Grocery Program; NOCE
classes end in May and resume in June; flower arrangement workshop May 9; Resource Fair,
June 14; P.D. presentation of financial scams in June.
Recreation Manager Kokot: Concerts start June 21; Salute to America at Cypress College June
28. Ongoing recruitment for the positions of recreation supervisor and coordinator.

The Director: reported on a recent scam of an elderly resident of Los Alamitos and that the police
departments of Cypress and Los Alamitos worked together to set up a sting operation to catch and
arrest the scammer.
Commissioner Heins asked if it will create difficulties for the Recreation Department to have the
Run and Festival on different weekends, and why there is no 10K run.
The Director responded the Festival Committee requested a date change for their event, but that
Recreation staff will work to ensure the two events will be successful.
Recreation Supervisor Gutierrez responded that the prize money for the winners of the 10K races
have been eliminated, resulting in a decrease in 10K participants.
The Director reported that Salute to America VIP tickets and parking passes will be provided to the
Commissioners at the June meeting.
OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS
Commissioner Croce: volunteering for dining center events; PACE graduations; Volunteer
Recognition Celebration; Youth Action Committee meeting; Cinco de Mayo Celebration.
Commissioner Croce left the meeting at 3:48 p.m.
Commissioner Heins: Volunteer Recognition Celebration; Cypress Citizens Academy; teaching
"Games for Brains."
Commission Skorupinski: April 22 Council meeting; Volunteer Recognition Celebration; Cinco de
Mayo Celebration; cribbage; "Games for Brains" class. Spoke of Senior Center patrons asking
about self-defense classes for seniors.
Recreation Coordinator Burtle informed that staff has been in touch with martial arts instructors, but
none have expressed interest in teaching a self-defense class.
Commissioner Heins suggested posting a notice for martial arts instructors on City's social media,
along with hints on how to avoid being a victim of crime.
Commission Vice Chair Button: Sunshine Club May 2 board meeting. Spoke of the upcoming
November elections and asked if it is in the City bylaws that Senior Center patrons can be forced
out of a meeting place due to the site being declared a voting center.
The Director responded that the County of Orange designated the Senior Center a voting place
and City staff has little input.
Commission Chair Machal asked if it is the County of Orange who notifies the Senior Center that it
must provide a venue for voting and recommended communicating with Senior Center patrons
closer to November.
Recreation Supervisor Gutierrez responded that almost all information from the County is passed
through the City Clerk's office, and that information on Senior Center voting will be publicized in the
"Along the Way."

Commission Chair Machal: Volunteer Recognition Celebration; Citizens Academy. Kiwanis
providing pancake breakfast for Resource Fair and hot dogs and hamburgers for first Concert on
the Green. Named Man of the Year by the Cypress Chamber of Commerce.
Commission Vice Chair Button asked if Meals on Wheels has been discontinued on Fridays.
Recreation Supervisor Gutierrez responded that no congregate meals are served Fridays at the
Senior Center, but there are Friday meal deliveries.
ADJOURNMENT
Commission Chair Machal adjourned the meeting of May 8, 2024, at 4:03 p.m. to the regular
meeting of June 12, 2024, to be held in the Senior Center Conference Room at 3:00 p.m.
