MINUTES OF A MEETING OF
THE SENIOR CITIZENS COMMISSION
OF THE CITY OF CYPRESS
November 13, 2024
The regular meeting of the Cypress Senior Citizens Commission was called to order at 3:00 p.m.
on Wednesday, November 13, 2024, in the Cypress Senior Center Conference Room, 9031
Grindlay Street, Cypress, California.
PRESENT: Commission Chair Heins, Commission Vice Chair Skorupinski,
Commissioners Croce, Machal, Nessary, Osman
ABSENT: Commissioner Fayne
Also present: Jeff Draper, Director of Recreation and Community Services; lan Kokot, Recreation
Manager; Shayna Gutierrez, Recreation Supervisor; Taylor Burtle, Recreation Coordinator
PLEDGE OF ALLEGIANCE
The pledge was led by Commissioner Machal.
ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended
by the Commission)
Joe Pak, Senior Field Representative for Assemblymember Sharon Quirk -Silva, spoke on legislative
matters and of wanting information forwarded on the Grace Lachina Award.
David Rose spoke of a presentation he is preparing on senior self-protection and safety.
NEW BUSINESS
1. Approve Minutes — September 11, 2024
It was moved by Commissioner Osman, and seconded by Commissioner Croce, to approve the
minutes of the meeting of September 11, 2024.
The motion was carried by the following roll call vote:
AYES: 6 COMMISSIONERS: Croce, Heins, Machal, Nessary, Osman, and Skorupinski
NOES: 0 COMMISSIONERS: None
ABSENT: 1 COMMISSIONERS: Fayne
2. Review the Annual Grace Lachina Outstanding Senior Recognition Award Nomination
Process and Establish an Ad Hoc Committee to Review Nominations
Recreation Supervisor Gutierrez provided background, informed the recognition will be promoted in
December by social media, "Along the Way," and "The Progress," asked the Commissioners to
distribute the entry form, and suggested the Commission form an ad hoc committee to review
entries and make recommendation.
It was moved by Commission Osman, and seconded by Commissioner Croce, that an ad hoc
committee consisting of Commission Vice Chair Skorupinski and Commissioners Machal and
Nessary be established to review entries and make recommendation.
The motion was carried by the following roll call vote:
AYES: 6 COMMISSIONERS: Croce, Heins, Machal, Nessary, Osman, and Skorupinski
NOES: 0 COMMISSIONERS: None
ABSENT: 1 COMMISSIONERS: Fayne
3. Senior Center Membership
The Director informed of membership being one of the Commission goals voted on at the
September 11 meeting and recommended an ad hoc committee be formed to explore membership
options.
It was moved by Commission Vice Chair Skorupinski, and seconded by Commissioner Machal,
that an ad hoc committee consisting of Commission Chair Heins and Commissioners Croce and
Osman be established to explore membership options.
The motion was carried by the following roll call vote:

4. Citv's Strategic Plan and Six Month Objectives
The Director provided updates on the Strategic Plan six month objective accomplishments.
The Director informed of a future objective that will recommend adjustments to align the City and
Recreation District boundaries through the Local Agency Formation Commission.

Recreation Supervisor Gutierrez: Cypress Run/Walk had 725 participants; thanked Woman's Club
for sponsoring All About That Pace; Community Festival, October 12; State of the City, October 15;
Mayor's Prayer Breakfast, October 16; Women's Conference, October 23; Dining Center
Halloween Bash, October 31; Thanksgiving Celebration, November 22; Volunteer Holiday Party.
The Recreation Manager: Celebrate Cypress month.
The Director: invited Commissioners to Council reorganization meeting on December 9.

Commissioner Croce: Arnold Cypress Park tour with Council; pre -Run meeting and Run
registration; Cypress Festival; Youth Action Committee meeting; Sunshine Club meeting; Veterans
Day celebration.
Commissioner Machal: Preparing hamburgers and hot dogs with Kiwanis at Cypress Festival;
Kiwanis to distribute free hot dogs at Holiday Sing. Spoke of caregiver issues.
Commissioner Nessary: Wild West Dining Center event; Sunshine Club and Senior Citizens Club
meetings; Community Festival; State of the City; Mayor's Prayer Breakfast; Women's Conference.
Meeting with Cypress Police Captain Revere on November 14. Praised staff for organized events.
Commissioner Osman: Chair volleyball; State of the City; Mayor's Prayer Breakfast; Women's
Conference; City Council meetings; Halloween Bash Dining Center event; delivering kindness
bags. Meeting with Cypress Police Captain Revere on November 14. Spoke of having an FBI
agent present a forum on scams.
Commission Vice Chair Skorupinski: Halloween Bash Dining Center event; chair volleyball;
"Games for Brains;" cribbage; State of the City; Senior Citizens Club meeting; delivering kindness
bags.
Commission Chair Heins: Announced has been teaching "Games for Brains" for 14 years;
Medicare Info Fair; Red Cross presentations. Suggested an ombudsman for caregiver issues.
Commission Vice Chair Skorupinski read from the suggestion box: (1) Better lighting in parking lot;
(2) Repainting of parking space lines; (3) Classes on nutrition and using spices.
ADJOURNMENT
Commission Chair Heins adjourned the meeting of November 13, 2024, at 4:10 p.m. to the regular
meeting of January 8, 2025, to be held in the Senior Center Conference Room at 3:00 p.m.
