MINUTES OF A MEETING OF THE CYPRESS
RECREATION AND COMMUNITY SERVICES COMMISSION
August 20, 2024
The regular meeting of the Cypress Recreation and Community Services Commission was called to
order at 6:02 p.m. on Tuesday, August 20, 2024, in the Cypress Community Center Conference Room.
PRESENT: Commission Vice Chair Edwards, Commissioners Cervantes, Erbe, and Logovii
ABSENT: Commission Chair Dronkers, Commissioners Jackson, and Ridgeway
Also present, Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation and
Community Services Manager.
PLEDGE OF ALLEGIANCE
The pledge of the flag was led by Commission Vice Chair Edwards.
ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by
the Commission)

NEW BUSINESS
1. Approve Minutes — Meeting of July 16, 2024
It was moved by Commissioner Erbe, and seconded by Commissioner Logovii, to approve the minutes
of the regular meeting of July 16, 2024.
Motion was carried by the following roll call vote:
AYES: 4 COMMISSIONERS: Cervantes, Edwards, Erbe, and Logovii
NOES: 0 COMMISSIONERS: None
ABSENT: 3 COMMISSIONERS: Dronkers, Jackson, and Ridgeway
2. 2024 Holiday Decorating Contest
The Recreation and Community Services Manager provided background on the Holiday Decorating
Contest and informed that the Commissioners will do judging the weekend of December 13-16 and the
winners will be selected at the December 17 meeting.
Commissioner Erbe asked about awarding cash prizes to winners.
Commissioner discussion ensued.
The Director stated spoke of the difficulty of awarding cash prizes but that it can be mentioned in the
marketing materials that the winner will be awarded a prize.
Commission Vice Chair Edwards asked if small spaces has been defined.
Commissioner discussion ensued.
The Director stated that per the Commission's recommendation small spaces in marketing materials
will be defined as apartments, townhomes, mobile homes, and condominiums.
3. Field and Facility Rental Policies
The Director reviewed the Ad Hoc Committee's recommended updates to the facility and field rental
policies.
Staff answered questions from Commissioners.
It was moved by Commissioner Logovii, and seconded by Commissioner Cervantes, to accept the
recommended updates of the Ad Hoc Committee to the facility and field rental policies.
Motion was carried by the following roll call vote:

STAFF REPORTS AND DISCUSSION:
Arnold Cypress Park Update
The Director: installation of lights, pickleball fencing, and synthetic turf; concrete to be poured.
Announced a joint tour of the construction site with Council and Recreation Commission scheduled for
Monday, September 30. Reminded of the September 9 joint meeting of Council and Recreation and
Community Services Commission.
Halloween Decorating Contest
The Recreation Manager presented a flyer for the contest and reported that details and the entry form
are posted on the Recreation website.
The Director informed the deadline to submit an entry form is Friday, October 25.
OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS:
Commissioner Cervantes: Attended National Night out. Praised the event. Approved of the street
being blocked off and asked if that could be done for concerts.
The Director responded it would be difficult to block off Orange Avenue on a Friday evening.
Commissioner Erbe: Reported hearing good feedback for National Night Out.

Commission Vice Chair Edwards: Started tennis classes through Cypress Recreation.

It was moved by Commissioner Erbe, and seconded by Commissioner Cervantes, to adjourn the
meeting at 6:49 p.m. to the regular meeting of September 17, 2024, to be held in the Cypress
Community Center Conference Room at 6:00 p.m.
