MINUTES OF A MEETING OF THE CYPRESS
RECREATION AND COMMUNITY SERVICES COMMISSION
May 21, 2024
The regular meeting of the Cypress Recreation and Community Services Commission was called to order
at 6:00 p.m. on Tuesday, May 21, 2024, in the Cypress Senior Center Conference Room.
PRESENT: Commission Chair Dronkers, Commission Vice Chair Jackson, Commissioners Edwards,
Erbe, Logovii, Medrano, and Ridgeway
ABSENT: None
Also present, Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation and
Community Services Manager.
PLEDGE OF ALLEGIANCE
The pledge of the flag was led by Commission Chair Dronkers.
ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the
Commission)
Commission Chair Dronkers recognized Youth Action Committee members Sivapriya Ajith, Devipriya
Ajith, Sanjana Devanathan, Leah Lee, Adarsh Senthilnathan, and Jasmine Tran.
NEW BUSINESS
1. Approve Minutes — Meeting of April 16, 2024
It was moved by Commissioner Erbe, and seconded by Commissioner Medrano, to approve the minutes of
the regular meeting of April 16, 2024.
Commission Chair Dronkers indicated he would be abstaining as he was absent from last month's meeting.
The motion was carried by the following roll call vote:
AYES: 6 COMMISSIONERS: Edwards, Erbe, Jackson, Logovii, Medrano, and Ridgeway
NOES: 0 COMMISSIONERS: None
ABSENT: 0 COMMISSIONERS: None
ABSTAIN: 1 COMMISSIONERS: Dronkers
2. Civility, Conduct, Ethics and Governance Policy
The Director provided background on the policy.
No action was taken.
3. Review the City of Cypress' Six Month Strategic Objectives
The Director provided a report on this item.
No action was taken.
2024 Halloween Decorating Contest
The Director turned over discussion to the Halloween Decorating Ad Hoc Committee.
Commissioner Edwards provided details of the Halloween Decorating Contest.
Discussion ensued.
It was moved by Commissioner Ridgeway, and seconded by Commissioner Erbe, to approve the ad hoc
committee's recommended proposals and proceed with the Halloween Decorating Contest.
The motion was carried by the following roll call vote:
AYES: 7 COMMISSIONERS: Dronkers, Edwards, Erbe, Jackson, Logovii, Medrano, and Ridgeway
NOES: 0 COMMISSIONERS: None
ABSENT: 0 COMMISSIONERS: None

STAFF REPORTS AND DISCUSSION:
Arnold Cypress Park Update
The Director displayed a Powerpoint presentation of the construction progress.
The Director announced that the August 26 joint meeting with Council and Commissioners has been
rescheduled to September 9.
The Director announced that this month's minutes will look different to be more consistent with Council
minutes.
The Recreation Manager: shade structure project in Eucalyptus Park completion by end of May; Veterans
pavilion construction project begins May 22, with completion scheduled for end of July; Concerts on the
Green begin June 21.
OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS:
Commissioner Erbe: Cypress Police Open House. Spoke of parking concerns at Mackay Park and
pickleball courts at Cypress College.
Commissioner Medrano: Cypress Police Open House; Police Foundation Luncheon. Attended the Citizen's
Academy. Praised the events and the City departments.
Commissioner Ridgeway: worked at the Cypress Police Open House. Spoke of having defibrillators at
pickleball courts.

ADJOURNMENT:
It was moved by Commissioner Edwards, and seconded by Commissioner Ridgeway, to adjourn the
meeting at 7:03 p.m. to the regular meeting of June 18, 2024, to be held in the Cypress Senior Center
Conference Room at 6:00 p.m.
