All matters listed on the Consent Calendar are to be approved with one motion unless a
Council Member requests separate action on a specific item. Council Members voting no or
abstaining on a Consent Calendar item may do so without removing the item from the Consent

1.Approve Minutes - Meetings of January 27, February 10 and February 22, 2025

Recommendation: Approve as submitted.
2.Introduce and/or Adopt All Ordinances and Resolutions Presented for
Consideration by Title Only and to Waive Further Reading
3.Second Reading and Adoption of an Ordinance Amending the Lincoln Avenue
Specific Plan to Implement the 2021-2029 Housing Element

Recommendation: Approve the second reading and adopt an Ordinance, by title only
and waive further reading, amending the Lincoln Avenue Specific Plan to implement the
2021-2029 Housing Element.
4.Amend the Salary Range for Accounting Supervisor and Add the Classification to
Mid-Management Group

Recommendation:
1. Adopt a Resolution, amending Resolution No. 6967, establishing salary ranges for
Mid-Management employees; and
2. Adopt a Resolution, amending Resolution No. 6968, establishing salary ranges for
Confidential employees.
5.Adopt Resolutions Establishing Benefits for Executive Management and
Mid-Management Employees

1. Adopt a Resolution establishing the Executive Management Schedule of Benefits;
and
2. Adopt a Resolution establishing the Mid-Management Schedule of Benefits.

6.Authorize a Temporary Overhire Position in the Finance Department

Recommendation:
1. Authorize the overhire position of Assistant Director of Finance and Administrative
Services/Finance Manager; and
2. Approve a $115,000 transfer of personnel appropriations from the Public Works
department to the Finance department.

The next meeting will be an adjourned Regular Meeting, to be held on Monday, March 24,
2025, beginning at 5:30 p.m. in the Executive Board Room.
Council Members and the public should promptly exit the Council Chambers and proceed
through the Civic Center to the parking lot.

1. Attend In-Person. First-come, first-served seating is available. All attendees must be free of
any symptoms associated with contagious illnesses.
2. Attend Virtually via Webinar. Follow this link:

recommended.
The public may address the City Council virtually during Oral Communications on Agenda Items
and Public Hearings. Virtual participants must click the 'hand raise' button prior to the end of the
first in-person speaker to indicate they wish to address the City Council. Upon clicking the 'hand
raise' button, please unmute your microphone and wait for the Mayor/City Clerk to call on you.

3. Submit Public Comments Prior to the Meeting. The public may submit comments via email
to cityclerk@cypressca.org. Comments submitted by 3:00 p.m. on the day of the meeting will be

The City Council does not endorse the content of the invocation and does not endorse the
invocational speaker’s particular faith, belief and/or religious denomination. The City Council has
an established neutral policy for selecting and scheduling invocational speakers. The City
Council’s policy on invocations is available from the City Clerk.
