MINUTES OF A MEETING OF THE CYPRESS
RECREATION & COMMUNITY SERVICES COMMISSION
February 18, 2025
The regular meeting of the Cypress Recreation & Community Services Commission was called to order at
6:05 p.m. on Tuesday, February 18, 2025, in the Cypress Community Center Conference Room.
PRESENT: Commission Vice Chair Edwards, Commissioners Erbe, Jackson, and Ridgeway.
Commissioner Cervantes arrived at 6:09 p.m.
Commission Chair Dronkers arrived at 6:13 p.m.
ABSENT: Commissioner Logovii
Also present, Jeff Draper, Director of Recreation & Community Services; Ian Kokot, Recreation Manager
PLEDGE OF ALLEGIANCE
The pledge of the flag was led by Commission Vice Chair Edwards.

Teddy Lloyd, Cerritos resident, spoke on the pickleball courts at Arnold Cypress Park.
Commissioner Cervantes arrived at 6:09 p.m.
NEW BUSINESS
1. Approve Minutes — Meeting of January 21. 2025
It was moved by Commissioner Ridgeway, and seconded by Commissioner Jackson, to approve the
minutes of the January 21, 2025, meeting.
Motion was carried by the following roll call vote:
AYES: 5 COMMISSIONERS: Cervantes, Edwards, Erbe, Jackson, Ridgeway
NOES: 0 COMMISSIONERS: None
ABSENT: 2 COMMISSIONERS: Dronkers, Logovii
2. Registration Procedures and Refund Policy
The Director provided background on this item and presented the changes on the activity registration form
and the refund policy recommended by the ad hoc committee and the City Attorney.
Commission Chair Dronkers arrived at 6:13 p.m.
It was moved by Commission Vice Chair Edwards, and seconded by Commissioner Ridgeway, to approve
the revisions to the Cypress Recreation & Community Services registration procedures and refund policy.
Motion was carried by the following roll call vote:
AYES: 6 COMMISSIONERS: Cervantes, Dronkers, Edwards, Erbe, Jackson, Ridgeway
NOES: 0 COMMISSIONERS: None

Commission Vice Chair Edwards recognized Youth Action Committee member JoeIle Kim.
Teddy Lloyd, Cerritos resident, spoke on pickleball court management companies.
STAFF REPORTS AND DISCUSSION:
2025-2027 Non -Profit Grant Request Update
The Recreation Manager provided updates to the 2025-2027 Non -Profit Grant Request application process.
The Commissioners asked questions of staff,
Cypress Commissioners Appreciation Reception
The Director announced Thursday, April 24 as the date for the Commissioners Appreciation Reception.
Arnold Cypress Park Update
The Director presented a Powerpoint of the construction progress at Arnold Cypress Park.
The Commissioners asked questions of staff.
The Director reported on two resolutions to be brought forward at the February 24 City Council meeting:
establishing an ad hoc committee consisting of Council Members to explore the sustainability of the Cypress
Community Festival; and, establishing an ad hoc committee consisting of Council Members to review
playground equipment and shade structures in all Cypress parks.
OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS:
Commissioner Cervantes: Spoke of the lack of a walkway next to tennis court #1, and of how patrons have
to walk among cars driving through that area to enter and exit that court.
Commissioner Erbe: No report.
Commissioner Jackson: No report.
Commissioner Ridgeway: Related speaking with a patron at Maple Grove South who was inquiring about a
new pavilion structure at the park.
The Director responded that Maple Grove South is first on the list for pavilion replacement.
Commission Vice Chair Edwards: thanked the City for providing parks for children to be able to participate
in youth sports and free play.

ADJOURNMENT:
Commission Chair Vice Chair Edwards adjourned the meeting of February 18, 2025, at 7:00 p.m. to the
regular meeting of March 18, 2025, to be held in the Cypress Community Center Conference Room at 6:00
p.m.
