Resolution No. 7013 359 RESOLUTION NO. 7013 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND ACTING AS EX OFFICIO GOVERNING BOARD OF DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT, APPROVING THE SIDE LETTER AGREEMENT BETWEEN THE CITY OF CYPRESS AND THE CYPRESS POLICE OFFICERS' ASSOCIATION REGARDING SPECIAL ASSIGNMENT PAY FOR HOMELESS LIAISON WHEREAS, the Cypress Police Officers' Association is an unincorporated, recognized employee organization within the meaning of Government Code § 3501(b); and WHEREAS, the Homeless Liaison Officer position was created to provide dedicated support and connect individuals with housing, mental health, and employment services; and WHEREAS, the Homeless Liaison is an ancillary assignment assigned to multiple officers by shift; and WHEREAS, formalizing this role by creating a Homeless Liaison special assignment ensures better service delivery and aligns police resources with current community needs; and WHEREAS, the City and the Association established a Side Letter Agreement adding Homeless Liaison to the list of assignments eligible for special assignment pay; and WHEREAS, all other terms and conditions of the Memorandum of Understanding between the City of Cypress and the Cypress Police Officers' Association July 1, 2022 through June 30, 2026, shall remain in effect. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress, and acting as ex-officio governing Board of Directors of the Cypress Recreation and Park District as follows: The Side Letter Agreement, attached hereto, is hereby approved and incorporated herein by reference, a copy of which is on file in the Office of the City Clerk. Effective January 6, 2023, employees in a special assignment will receive five percent (5%)of base salary as special assignment pay. 1. Eligible assignments include: Detectives, SIU, Task Force, Personnel &Training, School Resource Officer, Traffic Safety, Motors, and Canine Handler. 2. To be eligible for special assignment pay, employees must have a minimum of two years of experience as a sworn officer with the Cypress Police Department or a minimum of two years of experience as a sworn officer with another California agency and one year as a sworn officer with the Cypress Police Department. 3. Special assignment pay will be suspended if any employee is off work for more than 30 consecutive days for any reason, except as provided by State and Federal law. 4. The parties agree this is not pensionable compensation. Homeless Liaison Officers (HLO) provide resources and support to the homeless population. They work alongside service providers to assist with housing, employment opportunities, mental health services, and basic essentials. Currently, the role of the HLO are ancillary duties and assigned to multiple Police Officers by shift. The City and CPOA met and conferred and agreed to add the Homeless Liaison Officer position to the list of assignments eligible for special assignment pay in lieu of filling the vacant Canine Handler position. The Police Department has two Canine Handlers, one of which has been vacant since April 2023. The selection process for the Homeless Liaison will follow the same procedures as established for other special assignments. The special assignment pay will be limited to the Police Officer assigned as the full-time Homeless Liaison and will be effective May 9, 2025 or after a formal selection process is completed; whichever is later. It is the intent of both parties to incorporate Homeless Liaison to the assignments eligible for special assignment pay in Section B (1) above in a future Memorandum of Understanding between the City of Cypress and the Police Officers'Association. Except as modified herein, or by subsequent written agreement of the Parties, all other existing terms of the MOU and any applicable Side Letters shall remain unchanged and in full force and effect as provided thereon.
