RECREATION OF THE CITY OF CYPRESS
April 9, 2025
The regular meeting of the Cypress Senior Citizens Commission was called to order at 3:00 p.m.
on Wednesday, April 9, 2025, in the Cypress Senior Center Conference Room, 9031 Grindlay
Street, Cypress, California.
PRESENT: Commission Chair Heins, Commission Vice Chair Skorupinski,
Commissioners Croce, Fayne, Machal, Nessary, Osman
ABSENT: None
Also present: Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation
Manager; Shayna Gutierrez, Recreation Supervisor; Taylor Burtle, Recreation Coordinator
PLEDGE OF ALLEGIANCE
The pledge was led by Commissioner Fayne.
CITY MANAGER ANNUAL UPDATE
City Manager Peter Grant thanked the commissioners for their service to staff and the
community and provided updates on the following: Operating and Capital Improvement Budget;
Arnold Cypress Park; replacement of Myra Avenue pump stations; Strategic Plan goals;
community satisfaction survey completed; public hearing April 28 for amendment of the Land
Use Element for Cypress Business Park; Cypress Homewood Suites by Hilton named Best New
Hotel of 2024 by the Homewood Suites brand; Mitsuwa Japanese Market and Food Court
opening in Cypress summer 2025.
ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended
by the Commission)
Charles Milam, participant in the NOCE creative writing class, asked about storing food in the Arts &
Crafts Room.
Sharon Milam, participant in the NOCE creative writing class, spoke on the benefits for seniors
taking the creative writing class.
Nancy Wunderlich spoke of looking for volunteer opportunities.
NEW BUSINESS
1. Approve Minutes— March 12, 2025
It was moved by Commissioner Osman, and seconded by Commissioner Croce, to approve the
minutes of the meeting of March 12, 2025.
The motion was carried by the following roll call vote:
AYES: 7 COMMISSIONERS: Croce, Fayne, Heins, Machal, Nessary, Osman, Skorupinski
NOES: 0 COMMISSIONERS: None
ABSENT: 0 COMMISSIONERS: None
2. Senior Mobility Program Update
Recreation Coordinator Burtle provided background on this item.
The commissioners asked questions of staff.
The Director spoke of presenting to Council an amendment to the existing agreement with OCTA
to increase the annual funds from $72,500 to $100,000 for the Senior Mobility Program due to
growing demand.

Facility Upgrades
Recreation Manager Kokot: Reported Arnold Cypress Park close to completion and that
commissioners will be receiving invitations to the grand opening.
Supervisor Gutierrez: Home Depot to refurbish three planters at the Senior Center in early June;
Eggstravaganza Lunch, April 16; Volunteer Recognition Celebration, May 9; Mother's Day Fiesta
Lunch Program, May 9. Distributed volunteer sign-ups to commissioners for the lunch programs.
Displayed certificates to be presented to volunteers at the Volunteer Recognition.
Recreation Coordinator Burtle: Oxford Academy Tea Party, April 4.
The Director: Commissioner Appreciation Reception, April 24. Reminded commissioners the
deadline to reapply for the Senior Commission or apply for another commission is April 25.
SENIOR COMMISSION MEMBER REPORTS FROM COMMISSION-AFFILIATED BOARDS,
COMMITTEES, SENIOR PROGRAMS/ACTIVITIES, AND REMARKS
Commissioner Croce: Yoga, Youth Action Committee meetings. Talked about the SAILS program
in the April "Along the Way."
Commissioner Fayne: no report.
Commissioner Machal: no report.
Commission Nessary: Games for Brains, Sunshine Club and Senior Citizens Club board meetings
and Monday bingo, March birthday celebration lunch, Oxford Academy's Tea Party, Woman's Club
meeting.
Commissioner Osman: Youth Action Committee meetings, chair volleyball, delivering kindness
bags.
Vice Chair Skorupinski: Games for Brains, chair volleyball, cribbage, delivering kindness bags,
Council meetings. Asked if there would be a place for the creative writing class to store their
snacks.

The Director responded that if the Senior Center provides storage for the creative writing class,
there would need to be storage provided for every class, and that there can be problems with the
Orange County Health Department over food storage.
Commission Chair Heins: Teaching Games for Brains. Spoke on the need for more male-specific
programming and events.
ADJOURNMENT
Commission Chair Heins adjourned the meeting of April 9, 2025, at 4:28 p.m. to the regular
meeting of May 14, 2025, to be held in the Senior Center Conference Room at 3:00 p.m.
