03-18-2025 Minutes Item # 1 MINUTES OF THE MEETING OF THE CYPRESS TRAFFIC COMMISSION March 18, 2025 3 p.m. A regular in-person meeting of the Cypress Traffic Commission was held at the Community Center, Garden Room, 5700 Orange Avenue, Cypress, California. CALL TO ORDER Chair Ajello called the meeting to order at 3:00 p.m. ROLL CALL PRESENT: Commission Chair Ajello Commission Bestian Commissioner Harper—ABSENT Commissioner Shakespeare Commissioner Youngerman STAFF PRESENT: Assistant City Engineer, Daniel Co Traffic Engineer, David Roseman Cypress Police Sergeant, Michael McBain Engineering Aide, Eric Dong Commission Secretary, Norma Vera PLEDGE OF ALLEGIANCE The pledge was led by Commission Chair Ajello INTRODUCTION OF MAYOR PRO TEM LEO MEDRANO AND COUNCILMEMBER KYLE CHANG Mayor Pro Tern Madrano provided background on himself and thanked the Commissioners for their service. He also mentioned he is looking forward to seeing everyone at the Commissioner's Appreciation Reception on April 24. Council Member Kyle Chang introduced himself and thanked the Commissioners for their service. He also spoke on the importance of E-bike safety. ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Traffic Commission) Bill Wostenberg, Ron and Patty Garcia, and Debbie Jenkin were present; however, they chose not to speak at this time. 1 Cypress Traffic Commission Minutes March 18, 2025 MINUTES Motion was made by Commissioner Youngerman, seconded by Vice Chair Bestian to approve the Special Meeting minutes of December 10, 2024, as presented. The motion was carried by the following roll call vote: AYES: 4 COMMISSIONERS: Ajello, Bestian, Shakespeare, and Youngerman NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Harper NEW BUSINESS 2. Class III Bike Facilities and Sharrows The Traffic Engineer provided a verbal presentation on Senate Bill 1216 which was signed by Governor Newsom in September 2024. This new law establishes mandates for the funding design and implementation of on-street and off-street bike facilities. Specifically, the new law bans the use of sharrows and Class III bike facilities on streets with posted speed limits above 30 mph. It also prevents sharrows on streets over 25 mph from being funded through the State's Active Transportation Program. The new law is silent on whether existing bicycle facilities in conflict with its provisions can remain or must be modified or removed when roadways are maintained or speed limits change. This new law is not without controversy within both the bicycle advocacy and traffic engineering communities. In considering its provisions and the potential future liability posed, the Traffic Engineer recommended that all bicycle facilities be inventoried to identify any conflicts with the provisions of the new law. It is anticipated that a bicycle facility inventory effort will take six months to a year to complete. It is unknown how many bike facilities in the City are not compliant with the provisions of the new law; however, it assumed that only a small fraction would require elimination or modification. The Traffic Engineer intends to return to the Commission in approximately a year to report on the findings of the inventory effort and to provide a list of actions or proposed actions to address any SB 1216 non-compliance issues. Discussion ensued between Commissioners and staff. Motion was made by Vice Chair Bestian and seconded by Chair Ajello to concur with the Traffic Engineer's recommendation to review all bicycle facilities in the City and modify or eliminate Class III bike routes and/or sharrows in accordance with SB 1216. Moody Street Keep Clear A City Councilmember received several resident inquiries for the installation of "Keep Clear" pavement markings for northbound traffic on Moody Street at New York Avenue. The residents indicated that northbound traffic queuing up waiting to turn right into the King Elementary School campus routinely extends southerly to New York Avenue blocking access into and out of New York Avenue. Based on residents' requests and personal observations, the Traffic Engineer concurs that the installation of "KEEP CLEAR" markings for the two northbound lanes on Moody Street at New York Avenue would be a prudent traffic control measure to enhance traffic safety and resident access into and out of New York Avenue. Motion was made by Commissioner Youngerman and seconded by Vice Chair Bestian to concur with the Traffic Engineer's recommendation to install "Keep Clear" markings for northbound traffic on Moody Street at New York Avenue. Update on Traffic and Parking Issues in the Neighborhood North of Lexington Junior High School Bill Wostenberg spoke to the Traffic Commission regarding traffic/parking issues in his neighborhood and he informed the Commission that he was working on circulating a petition provided by staff for residential parking in his neighborhood. Vice Chair Bestian asked questions of staff. Traffic Engineer provided additional information on this matter. Commissioner Youngerman asked questions of staff. Ms. Debbie Jenkin spoke to the Traffic Commission providing her perspective on the matter and concurring with Mr. Wostenberg. Traffic Engineer provided information on the steps for residential parking permits. 3 Cypress Traffic Commission Minutes March 18, 2025 Commissioner Shakespeare asked questions of staff. Mr. Ron Garcia spoke to the Traffic Commission providing his perspective on the matter and concurring with Mr. Wostenberg. 2. Update on Citywide Traffic Signal Software and Components, Project 352 The Traffic Engineer updated the Traffic Commission on the status and timing of the project to install new traffic signal control equipment at all 61 of the City's traffic signals over the next few months. The contractor performing the work is the same contractor that has been working for the City of Los Angeles Department of Transportation completing a similar project for that agency over the last year. Commissioner Shakespeare asked questions of staff. 3. Update on Crescent Avenue Safety Enhancements The Traffic Engineer indicated that the project to restripe the road adjacent to Arnold Cypress Park should be completed in May prior to the grand opening of the park. The sharrows that were once a part of the design were removed due to the new SB 1216 law. The Traffic Engineer also reminded the Commissioners about the April 1, 2025, deadline to file Form 700. He also reminded Vice Chair Bestian that he will need to reapply for the Traffic Commission between April 7th and April 25th, if he would like to seek reappointment. Sergeant McBain updated the Traffic Commission on the latest traffic collision statistics for the City. Unfortunately, there was a traffic fatality in early January at Cerritos Avenue and Moody Street, however, the investigation for this crash is still ongoing. Also, out of the 66 collisions, there were five bicycle traffic collisions and four out of the five were E-bike collisions.
