The regular meeting of the Cypress Senior Citizens Commission was called to order at 3:00
p.m. on Wednesday, May 14, 2025, in the Cypress Senior Center Conference Room, 9031
Grindley Street, Cypress, California.
PRESENT: Commission Chair Heins, Commission Vice Chair Skorupinski,
Commissioners Croce, Machal, Nessary, Osman
Commissioner Fayne attended via teleconference
ABSENT: None
Also present: Jeff Draper, Director of Recreation and Community Services; Ian Kokot,
Recreation Manager; Shayna Gutierrez, Recreation Supervisor; Andi Terry, Recreation
Coordinator
PLEDGE OF ALLEGIANCE
The pledge was led by Commissioner Croce.
ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless
extended by the Commission)
Charles Milam, participant in the NOCE creative writing class, spoke about storing food in the
Arts & Crafts Room.
NEW BUSINESS
1. Approve Minutes —April 9, 2025
It was moved by Commissioner Nessary, and seconded by Commissioner Croce, to approve
the minutes of the meeting of April 9, 2025.
The motion was carried by the following roll call vote:
AYES: 7 COMMISSIONERS: Croce, Fayne, Heins, Machal, Nessary, Osman
Skorupinski
NOES: 0 COMMISSIONERS: None
ABSENT: 0 COMMISSIONERS: None
2. Request for Storage Space from Creative Writing Participants
The Recreation Supervisor distributed the current agreement with North Orange Continuing
Education, explained that the Senior Center does not provide storage space due to liability
issues, and referenced the clause in the agreement stating that the Senior Center cannot
assume responsibility for any property left on the premises.
Commission Chair Heins asked if previous classes were able to store items in the Senior
Center.
The Recreation Supervisor responded that was the practice before her and that much of the
storage spaces were removed during the remodeling of the Senior Center.
Commission Chair Heins asked if any other groups are asking for storage space.
The Director responded that a few instructors have asked for storage space, but the requests
have been denied as the Senior Center cannot accommodate that.
It was moved by Commissioner Nessary, and seconded by Commissioner Machal, to stand by
the agreement with NOCE that the Senior Center cannot assume responsibility for any
property left on the premises.
The motion was carried by the following roll call vote:

STAFF REPORTS (NO ACTION OR DISCUSSION REQUIRED)
Recreation Manager: Council approved the 2025-2027 Non-Profit Grant Requests and an
increase of funding from $75,000 to $100,000 for senior transportation at the April 28 Council
meeting.
Recreation Supervisor: new agreement with NOCE for new classes. Thanked the
commissioners for attending the Volunteer Recognition.
The Director: grand opening of Arnold Cypress Park, May 9.
Recreation Coordinator Terry: Mother's Day Fiesta, May 9.
SENIOR COMMISSION MEMBER REPORTS FROM COMMISSION-AFFILIATED BOARDS,
COMMITTEES, SENIOR PROGRAMS/ACTIVITIES, AND REMARKS
Commissioner Croce: yoga, PACE Graduation, Eggstravaganza Lunch, Spring Egg Hunt,
Volunteer Recognition Celebration, Youth Action Committee meetings and Recognition,
collage class.
Commissioner Fayne: Spring Egg Hunt.
Commissioner Machal: Mother's Day Fiesta.
Commission Nessary: Monday and Thursday bingo, volunteering at the Eggstravaganza
Lunch, Mother's Day Fiesta, birthday lunch, Arnold Cypress Park grand opening, Youth Action
Committee Recognition, Cypress Police Foundation lunch.

Commissioner Osman: Woman's Club Tea, chair exercises, Commissioner Appreciation
Reception, Council meetings, Cypress Police Foundation lunch.
Commission Vice Chair Skorupinski: assisted with the Woman's Club Tea, Games for Brains,
cribbage, chair volleyball, Cypress Police Foundation lunch, Volunteer Recognition
Celebration.
Commission Chair Heins: taught Games for Brains, Commission Appreciation Reception, meet
and greet. Reminded commissioners to sign up for upcoming meet and greets.
ADJOURNMENT
Commission Chair Heins adjourned the meeting of May 14, 2025, at 3:20 p.m. to the regular
meeting of June 11, 2025, to be held in the Senior Center Conference Room at 3:00 p.m.
