05-20-2025 Minutes G�pRSS MINUTES OF A MEETING OF THE CYPRESS RECREATION & COMMUNITY SERVICES COMMISSION RECREATION May 20, 2025 The regular meeting of the Cypress Recreation & Community Services Commission was called to order at 6:01 p.m. on Tuesday, May 20, 2025, in the Cypress Community Center Garden Room. PRESENT: Commission Chair Dronkers, Commission Vice Chair Edwards, Commissioners Cervantes, Erbe, Logovii, and Ridgeway ABSENT: Commissioner Jackson Also present, Jeff Draper, Director of Recreation & Community Services; Ian Kokot, Recreation Manager PLEDGE OF ALLEGIANCE The pledge of the flag was led by Commission Chair Dronkers. ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Commission) Teddy Lloyd, Cerritos resident, spoke on the lights and paddle holders at the Arnold Cypress Park pickleball courts. NEW BUSINESS 1. Approve Minutes — Meeting of April 15, 2025 It was moved by Commission Vice Chair Edwards, and seconded by Commissioner Ridgeway, to approve the minutes of the April 15, 2025, meeting. Motion was carried by the following roll call vote: AYES: 6 COMMISSIONERS: Cervantes, Dronkers, Edwards, Erbe, Logovii, and Ridgeway NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Jackson 2. City's Strategic Plan and Six Month Objectives The Director provided background on the City of Cypress' Strategic Plan and objectives. The Commissioners asked questions of staff. No action was taken. 3. Park Amenities The Director provided background on what input the City Council ad hoc subcommittee wants from the Commissioners for replacement or addition of park shade structures and playground equipment in Cypress parks. Commission Chair Dronkers referenced Attachments A, B and C and explained the process for the Commissioners to assess and collect data of their assigned parks and submit their findings to him by June 15 so that he can forward to staff to have ready by the June 17 meeting. The Commissioners asked questions of Commission Chair Dronkers and staff. No action was taken. STAFF REPORTS AND DISCUSSION: 2025-2027 Non-Profit Grant Request Update Recreation Manager: at the April 28 City Council meeting, Council approved the 2025-2027 Non-Profit Grant Requests for 18 Cypress non-profits. Recap of Arnold Cypress Park Grand Opening The Director: thanked the commissioners for attending the Arnold Cypress Park opening. OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS: Commissioner Cervantes: Asked if exercise equipment for parks is expensive and if Cypress has a way to track the number of visitors to the City's parks. The Director responded that exercise equipment is expensive, but if a commissioner feels a particular park would benefit by having workout equipment placed there to add that in the survey. The Director informed that in the future Cypress is proposing to utilize location analytics technology to be able to provide insight on the number of park visitors. The Recreation Manager stated that most exercise equipment is usually grouped near playgrounds or other park amenities such as sporting areas, so parents can exercise while children participate in programs. Commissioner Erbe: attended the Arnold Cypress Park grand opening. Attended the Youth Action Committee Recognition and commented on how much the YAC members do throughout the year. Informed she would not be at the June meeting. Commissioner Logovii: asked if the City of Cypress would ever hold a cultural festival. The Director spoke of the community survey conducted as part of the Strategic Plan and that there was no feedback on that, but the department would look to support a cultural festival if there is demand for one. 2 Commissioner Ridgeway: attended the Arnold Cypress Park grand opening. Thanked Commission Chair Dronkers for putting the survey together. Commission Vice Chair Edwards: congratulated staff on the Arnold Cypress Park grand opening. Attended Police Department Open House. Commission Chair Dronkers: no report.
