05-20-2025 Minutes Item # 1� MINUTES OF THE MEETING OF THE CYPRESS TRAFFIC COMMISSION May 20, 2025 3 p.m. A regular in-person meeting of the Cypress Traffic Commission was held at the Community Center, Garden Room, 5700 Orange Avenue, Cypress, California. CALL TO ORDER Chair Ajello called the meeting to order at 3:00 p.m. ROLL CALL PRESENT: Commission Chair Ajello Commission Bestian Commissioner Harper—ABSENT Commissioner Shakespeare Commissioner Youngerman STAFF PRESENT: Director of Public Works, Nick Mangkalakiri Traffic Engineer, David Roseman Cypress Police Sergeant, Michael McBain Engineering Aide, Eric Dong Commission Secretary, Norma Vera PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Commission Chair Ajello ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Traffic Commission) None NEW BUSINESS 1. Approve Minutes— Meeting of May 20, 2025 The Commissioner's reviewed the minutes. A motion was made by Commissioner Youngerman, seconded by Vice Chair Bestian to approve the Regular Meeting minutes of March 18, 2025, as presented. 1 Cypress Traffic Commission Minutes May 20, 2025 The motion was carried by the following roll call vote: AYES: 4 COMMISSIONERS: Ajello, Bestian, Shakespeare, and Youngerman NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Harper 2. CITY MANAGER ANNUAL UPDATE City Manager Peter Grant thanked the Commissioners for their service to staff and the community and provided comments and updates on the following topics: Arnold Cypress Park; Lexington Park; replacement of Myra Avenue pump stations; OC Sanitation District projects through the City; the Operating and Capital Improvement Program budgets; Baroldi/Sycamore Park; The Square Shopping Center and Trader Joe's; Homewood Suites; recent community satisfaction survey results; Cypress University; and the Cypress Central application. 3. Winner's Circle Crosswalk Request—Verbal The Traffic Engineer presented a verbal report related to resident request for a crosswalk on Winner's Circle midblock to connect Trader Joe's to Costco. He also presented data on traffic volumes and pedestrian crossings and outlined the construction challenges both in the public right-of-way and on Costco's private property if a crosswalk were to be installed. He then asked the Commission for their thoughts and guidance in moving forward on the matter. Discussion ensued between Commissioners and staff. It was mutually determined by the Commission and staff that the best course of action would be to discuss the possibility of a crosswalk with Costco and Trader Joe's and then return to the Commission to provide a recommendation based on those discussions. 4. Red Zone Request from Stoneridge Homes Community, 6151 Orange Avenue The Traffic Engineer provided a staff report on this matter. The Traffic Engineer received a letter from the managing agent for the Board of Directors of Stoneridge Community Association, requesting that a small section of the curb on Orange Avenue, adjacent to the housing complex, be painted red. The Traffic Engineer provided several reasons why granting the request would enhance traffic safety. Discussion ensued between Commissioners and staff. It was moved by Vice Chair Bestian and seconded by Chair Ajello to concur with the Traffic Engineer's recommendation to install an additional 20-feet of red zone on Orange Avenue, adjacent to the Stoneridge Homes Community. 2 Cypress Traffic Commission Minutes May 20, 2025 Motion was carried by the following roll call vote: AYES: 4 COMMISSIONERS: Ajello, Bestian, and Shakespeare NOES: 0 COMMISSIONERS: Youngerman ABSENT: 1 COMMISSIONERS: Harper STAFF REPORTS (NO ACTION OR DISCUSSION REQUIREDI: 1. Traffic Signal Upgrade —Verbal Report The Traffic Engineer provided an update on the progress of the construction. He indicated that minor issues have arisen as is typical in all technology projects; however, all such issues have thus far been expeditiously resolved. There are nine traffic signal cabinets that have been manufactured incorrectly and those are being returned to the manufacturer. The manufacturer has agreed to expedite the manufacturing of new replacement cabinets; however, project completion is likely to be delayed by a few weeks. 2. Arnold Cypress Park—Verbal Report The Traffic Engineer and Director of Public Works shared a brief update on Arnold Cypress Park. 3. Preferential Parking Requests—Verbal Reports The Traffic Engineer provided an update on the resident petition received from Bill Wostenberg and Matthew Hajimomen. A preliminary review of the petition has revealed that the Municipal Code criteria for resident support has been met. The Traffic Engineer is currently working with the Police Department to conduct the required parking study. It is likely that this matter will be brought forward to the Commission for their consideration at a future meeting. The Traffic Engineer also shared that he has received parking complaints and a preferential parking inquiry for the residential area on the east side of Valley View Street across from Cypress High School. Recently the High School has been requiring students to have both a valid driver's license and insurance to obtain a parking permit. It is speculated that students that don't have both items have been parking in the neighborhood. The Police Department will be conducting focused enforcement in the area. 4. Other Matters —Verbal Reports and Discussions Commissioner Shakespeare asked about E-bikes specifically coming out of Lexington Junior High School. Sergeant McBain provided an update on E-bike safety and enforcement initiatives currently under way. 3 Cypress Traffic Commission Minutes May 20, 2025 Sergeant McBain updated the Traffic Commission on the latest traffic collision statistics for the City. He reported that so far this year, out of the 127 crashes, 12 of those involved bicycles and 11 of the 12 involved E-bikes. He also reported that the traffic fatality in early January at Cerritos Avenue and Moody Street was still under investigation.
