RESOLUTION NO. 7028
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
AND ACTING AS EX-OFFICIO GOVERNING BOARD OF DIRECTORS
OF THE CYPRESS RECREATION AND PARK DISTRICT, ADOPTING
THE ELEVENTH REVISION TO THE BOARDS, COMMISSIONS AND
COMMITTEES POLICY MANUAL
WHEREAS, at the City Council meeting of April 8, 2002, the City Council adopted
Ordinance No. 1022 to reorganize and centrally codify the existing system related to all
boards, commissions and committees within the City of Cypress; and
WHEREAS, as part of Ordinance No. 1022, Chapter 2, Article IV, Section 2-100,
establishes procedures governing the City's advisory boards through a "Boards,
Commissions and Committees Policy Manual," which is to be adopted by Resolution of
the City Council; and
WHEREAS, the original "Boards, Commissions and Committees Policy Manual"
was adopted by the City Council on April 22, 2002, per Resolution No. 5553; and
WHEREAS, the manual has been revised several times since it was first adopted
to address a variety of topics including removing outdated references, clarify procedures
and requirements, and addressing the importance of meeting attendance; and
WHEREAS, the Seventh Revision of the manual was adopted on January 25,
2021, per Resolution No. 6827 to reflect changes to commission recruitment related to
the COVID-19 pandemic, suspension of the 2020 recruitment process, and staggering
term lengths to provide annual opportunities for residents to apply for an advisory body
position; and
WHEREAS, the Eighth Revision of the manual was adopted on February 28, 2022,
per Resolution No. 6879 to remove commission recruitment changes implemented in the
Seventh Revision of the manual related to the COVID-19 pandemic and update eligibility
requirements in accordance with Government Code Section 1020; and
WHEREAS, the Ninth Revision of the manual was adopted on March 13, 2023,
per Resolution No. 6921 to clarify the commission recruitment timeframe and eligibility
requirements updated in the Eighth Revision of the manual and stagger term lengths to
provide regular annual opportunities for residents to apply for an advisory body position;
and
WHEREAS, the Tenth Revision of the "Boards, Commissions and Committees
Policy Manual" removes the staggered term lengths implemented in the Ninth Revision
of the manual and returns all term limits to the standard of four years; and
WHEREAS, the Eleventh Revision of the "Boards, Commissions and Committees
Policy Manual" clarifies eligibility requirements for the Youth Action Committee and
updates term limit language to clarify eligibility for re-appointment of Commissioners
having served a reduced term length as part of the implementation of staggered term
lengths to provide regular annual recruitment opportunities for residents to apply for an
advisory body position.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress, and acting as ex-officio governing Board of Directors of the Cypress Recreation
and Park District, does hereby adopt the Eleventh Revision of the "Boards, Commissions
and Committees Policy Manual" as attached herein.
PASSED AND ADOPTED by the City Council of the City of Cypress, and acting
as ex-officio governing Board of Directors of the Cypress Recreation and Park District, at
a regular meeting held on the 23rd day of June, 2025.
