HomeMy WebLinkAbout06-17-2025 Minutes Item # MINUTES OF THE MEETING OF THE CYPRESS TRAFFIC COMMISSION June 17,2025 3 p.m. A regular in-person meeting of the Cypress Traffic Commission was held at the Senior Center, Conference Room, 9031 Grindlay Street, Cypress, California. CALL TO ORDER Chair Ajello called the meeting to order at 3:00 p.m. ROLL CALL PRESENT: Commission Chair Ajello Commission Bestian Commissioner Harper Commissioner Shakespeare Commissioner Youngerman STAFF PRESENT: Director of Public Works, Nick Mangkalakiri Traffic Engineer, David Roseman Acting City Engineer, Daniel Co Commission Secretary, Norma Vera PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Commission Chair Ajello ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Traffic Commission) None NEW BUSINESS 1. Approve Minutes — Meeting of May 20, 2025 It was moved by Commissioner Bestian, and seconded by Commissioner Youngerman, to approve the minutes of the May 20, 2025, meeting 1 Cypress Traffic Commission Minutes June 17, 2025 Motion was carried by the following roll call vote: AYES: 5 COMMISSIONERS: Ajello, Bestian, Harper, Shakespeare, and Youngerman NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None 2. Proposed Establishment of a New Residential Parking Permit District The Traffic Engineer presented a staff report to the Commission. The presentation provided information on staff's coordination with the residents, the resident survey process, the parking study, and public outreach efforts. The Traffic Engineer indicated that every owner/occupant within the proposed District and within a 500-foot radius was notified by US Mail of the Commission Meeting, Discussion ensued between Commissioners, residents present, and staff. Mr. Bill Wostenberg spoke and provided some background information on the subject, the resident petition process, and expressed his support for forming the new District. Ms. Lynne Peterson expressed her questions and concerns. The Traffic Engineer responded by providing clarifying remarks related to the program, process, and next steps. Mr. Paul Kokkinos spoke on the subject and provided additional information on the subject and he shared his concerns about parking and safety in the neighborhood. Another resident spoke about people sleeping in their cars and asked if doing so is a violation of the law. Ms. Kristen Victor spoke to the Commission about her concerns about the gate between the mobile home park and Surrey Drive and why it can't be closed. Mr. Richard Carranza spoke to the Commission about cars parked on Devon Circle. Ms. Sharon Eshatt spoke to the Commission about her concerns and had several questions about how the City determined the proposed District area. She also inquired about the parking study and the petition process. A resident from the mobile home park asked about parking on the street and whether she can get a permit. Discussion ensued between Commissioners and staff. 2 Cypress Traffic Commission Minutes June 17, 2025 It was moved by Commissioner Youngerman and seconded by Chair Ajello to concur with the Traffic Engineer's recommendation to recommend to City Council that a new residential parking permit district be established in the residential neighborhood north and west of Lexington Junior High School. Motion was carried by the following roll call vote: AYES: 5 COMMISSIONERS: Ajello, Bestian, Harper, Shakespeare, and Youngerman NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None 3. Orange County Sanitation District— Verbal Report The Director of Public Works provided a brief PowerPoint presentation containing background information on a major sewer rehabilitation project that will be starting construction in the City in the coming months. ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Traffic Commission) None STAFF REPORTS (NO ACTION OR DISCUSSION REQUIRED): 1. Traffic Collision Update — Verbal Report Police Sergeant, Michael McBain, was not present at the meeting; therefore, the report will be deferred until the next meeting. 2. Traffic Signal Upgrade — Verbal Report The Acting City Engineer provided an update on the Traffic Signal Upgrade Project that is underway throughout the City to replace traffic control cabinets, controllers, and other control equipment. He also indicated that the majority of the work will be completed within the next few weeks. COMMISSION MEMBERS REPORTS AND REMARKS Commissioner Shakespeare asked questions of staff on landscaping in the parkway area along Cerritos Avenue and Walker Avenue. The Director of Public Works responded and updated the Commission on the matter. 3 Cypress Traffic Commission Minutes June 17, 2025 Commissioner Shakespeare asked about the use of golfcarts in the City. The Traffic Engineer responded indicating that not all golf cart type vehicles are allowed to drive on City streets, only those that meet certain safety requirements and are classified as Neighborhood Electric Vehicles or NEVs. NEVs are restricted to only operate on roadways that have speed limits of 35 mph or less. Commissioner Harper asked about the Orange County Flood Control Channel and the Director of Public Works responded to her question. The Public Works Director made an announcement about the Salute to America special event celebrating Independence Day on Friday, June 27th at Cypress College.
