A special joint meeting of the Cypress City Council and Recreation and Community Services Commission was called to order at 5:12 p.m. by Mayor Burke in the Council Chambers, 5275 Orange Avenue, Cypress, California ROLL CALL Cypress City Council, also acting as the Ex-Officio Governing Board of Directors of the Cypress Recreation and Park District Mayor David Burke Mayor Pro Tern Leo Medrano Council Member Kyle Chang Council Member Scott Minikus Council Member Bonnie Peat RECREATION AND COMMUNITY SERVICES COMMISSION Commissioner Quintin Bentley Commissioner Fermin Cervantes - absent Commissioner Jeff Dronkers Commissioner Colin Edwards Commissioner Carol Erbe Commissioner Christen Jackson Commissioner Kenna Russell - absent STAFF PRESENT City Manager Peter Grant City Attorney Fred Galante Director of Recreation and Community Services Jeff Draper Director of Public Works Nick Mangkalakiri Director of Finance and Administrative Services Matt Burton City Clerk Alisha Farnell Deputy City Clerk Christina Dizol Recreation Manager Ian Kokot Recreation Supervisor Shayna Gutierrez Recreation Supervisor Courtney Powers Recreation Supervisor Ervy Rodriguez Recreation Coordinator Vanessa Banuelos INVOCATION Pastor Nader Hanna, King of The Nations Church, led the Invocation. PLEDGE OF ALLEGIANCE Commissioner Jeff Dronkers led the Pledge of Allegiance REPORT OF CLOSED SESSION/WORKSHOP The City Attorney reported that the City Council met in Closed Session during the preceding Special Meeting and held a discussion regarding the first item listed on agenda, namely Conference with Legal Counsel — existing litigation, the matter of Youngsma, et al. v. Cypress School District, et al. The City Attorney stated the City Council received an update, and no further reportable action was taken. Regarding the second Closed Session item listed on the agenda, namely Public Employee Performance Evaluation, title City Manager. The City Attorney reported that the City Council held a discussion, provided direction and no further reportable action was taken. 245 PRESENTATIONS The City Council presented a "Parks Make Life Better Month" Proclamation to Recreation and Community Services staff members. ORAL COMMUNICATIONS (Limited to three minutes per speaker, unless modified by the City Council) Glen Button, Cypress, spoke regarding Agenda Item No. 3. Jon Peat, Cypress, spoke regarding Agenda Item No. 3. David Su, Cypress, spoke regarding the need for ping pong at the Senior Center. Edwin Kraemer, spoke regarding Lexington Park. Teddy Lloyd, Cerritos, spoke regarding Arnold Cypress Park, pickle ball events, and court rentals. CONSENT CALENDAR All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member requests separate action on a specific item. A motion was made by Mayor Burke, and seconded by Council Member Chang, to approve Consent Calendar item No. 1. The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Chang, Minikus, Peat, Medrano and Burke NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None Item No. 1: Proclaim the Month of July 2025 as Parks Make Life Better Month Recommendation: Proclaim the month of July 2025 as Parks Make Life Better Month. END OF CONSENT CALENDAR NEW BUSINESS Item No. 2: Receive an Annual Update from the Recreation and Community Services Commission The Recreation and Community Services Director and Commissioners provided a report on this item. City Council and Commission discussion ensued. No action was taken. Item No. 3: Receive a Report from the Ad Hoc Subcommittee to Review and Potentially Make Recommendations Regarding Park Amenities Council Member Chang and Mayor Burke provided a report on this item. City Council and Commission discussion ensued. No action was taken. 246 Item No. 4: Provide Direction Regarding Replacement Picnic Area Shade Structures and Approve a Contract for the Replacement of the Picnic Area Shade Structure at Maple Grove Park South, Project 399 The Director of Recreation and Community Services and Director of Public Works provided a report on this item. City Council discussion ensued. A motion was made by Council Member Peat, and seconded by Council Member Minikus, to provide direction regarding replacement picnic area shade structures; approve plans and specifications for the replacement of the picnic area shade structure at Maple Grove Park South, Project 399; and award a contract to Landmark Associate Builders, Inc. for $79,950, and authorize a contingency of $11,050.
