A special meeting of the Cypress City Council was called to order at 5:00 p.m. by Mayor Burke in the Executive Board Room, 5275 Orange Avenue, Cypress, California ROLL CALL Cypress City Council, also acting as the Ex-Officio Governing Board of Directors of the Cypress Recreation and Park District Mayor David Burke Mayor Pro Tem Leo Medrano Council Member Kyle Chang Council Member Scott Minikus -absent Council Member Bonnie Peat STAFF PRESENT City Manager Peter Grant City Attorney Fred Galante Director of Finance and Administrative Services Matt Burton Director of Recreation and Community Services Jeff Draper Director of Public Works Nick Mangkalakiri Planning Director Alicia Velasco City Clerk Alisha Farnell Recreation Manager Ian Kokot ORAL COMMUNICATIONS ON CLOSED SESSION / WORKSHOP ITEMS Carol Erbe, Cypress, spoke in support of the City Manager. Ginger Osman, Cypress, spoke in support of the City Manager. Bruce Berger, Cypress, spoke in support of the City Manager and support of City accomplishments and finances. Brooke Nafarrete, Cypress, spoke in support of the City Manager, City Manager vacancies throughout the County, and motivation of individual Council Members. Paul Kokkinos, Cypress, spoke regarding comments made by former Public Works Director Doug Dancs, allegations of wrongdoing and transparency. Rob Johnson, Cypress, spoke regarding the need for all five Council Members to attend and evaluate the City Manager. Kyle Molnar, Cypress Land, spoke in support of the City Manager. Patricia Boggs, Cypress, spoke regarding Mayor's tenure in the city and in support of the City Manager. Mariellen Yarc, Cypress, spoke regarding resident satisfaction with city programs/services and the need for Council Members to represent residents not personal interest/wants. Harumi Lacak, Cypress, spoke in support of the City Manager. Beth Culver, Cypress, spoke in support of the City Manager and regarding concerns with inexperience of Council Members and motivations. 257 Jon Peat, Cypress, spoke regarding City Manger and City Council roles as outlined by the City Charter and the need for Council Members to represent residents not personal interests. Glenn Button, Cypress, spoke regarding resident satisfaction with City programs/services and in support of the City Manager. Esther Poch, Cypress, spoke in support of the City Manager. Marto Malies, Cypress spoke regarding accomplishments under the City Manager and the need for peaceful resolutions to conflicts. Pearl Bolter, Cypress, spoke in support of the City Manager and city accomplishments. Blair Dahl, spoke regarding experience working with the city and observations of successful management lead by the City Manager. Dr. Frances Marquez, Cypress, spoke regarding her mail being opened by City staff, not being present in closed sessions, her experience working for Congress, and her dissatisfaction with Council Member Minikus' absence. Nancy Johnson, Cypress, spoke in support of the City Manager. Paulo Morales, Cypress, spoke regarding Mayor's comments at the July 30 Special Meeting, in support of the City Manager, and concerns with city's future without the expertise of the City Manager. Anne Mallari, Cypress, spoke regarding concerns with City Council's leadership and lack of direct communication with the City Manager, lack of respect for city staff, and in support of the City Manager. Thomas Moore, Cypress, spoke regarding gerrymandering of districts, campaign contributions, City Attorney and City Manager performance, time taken to water plants in neighborhood, and cost of Executive Board Room remodel. Ed Kraemer, Cypress, spoke regarding satisfaction with the new City Council majority, dissatisfaction with city surveys, dissatisfaction with Regional Housing Needs Assessment allocation in the Housing Element, and dissatisfaction with the development of new parks. Laura Price, Cypress, spoke in support of the City Mnagaer and city parks. Kelly K, Cypress, expressed confusion as to why this Special Meeting is being held, spoke in support of the City Manager, questioned who stands to gain from the removal of the City Manager, and regarding censures of former Council Member Marquez. Mayor Burke spoke regarding the timing of the meeting. CLOSED SESSION The City Attorney announced that the City Council would convene in closed session to discuss the following item: PUBLIC EMPLOYEE PERFORMANCE EVALUATION Pursuant to Government Code Section 54957 Title: City Manager Mayor Burke recessed the meeting at 6:02 p.m. Council Member Peat left the meeting at 6:20 p.m. Mayor Burke reconvened the meeting at 7:53 p.m. 258 REPORT OF CLOSED SESSION/WORKSHOP The City Attorney reported that the City Council met in Closed Session regarding the item listed on the agenda, namely - Public Employee Performance Evaluation pursuant to Government code section 54957, Title: City Manager. He stated the City Council held a discussion, and by motion of Council Member Chang, seconded by Mayor Burke, voted 3-0 to provide direction to the City Attorney. ADJOURNMENT Mayor Burke adjourned the meeting at 7:54 p.m. to an adjourned Regular Meeting, to be held on Monday, August 25, 2025, beginning at 5:30 p.m. in the Executive Board Room.
