HomeMy WebLinkAbout07-15-2025 Minutes1 MINUTES OF THE MEETING OF THE CYPRESS TRAFFIC COMMISSION July 15, 2025 3 p.m. A regular in-person meeting of the Cypress Traffic Commission was held at the Senior Center Conference Room, 9031 Grindlay Street, Cypress, California. CALL TO ORDER Chair Ajello called the meeting to order at 3:00 p.m. ROLL CALL PRESENT: Commission Chair Ajello Commission Bestian Commissioner Harper – ABSENT Commissioner Shakespeare Commissioner Youngerman STAFF PRESENT: Director of Public Works, Nick Mangkalakiri Traffic Engineer, David Roseman Acting City Engineer, Daniel Co Commission Secretary, Norma Vera PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Commission Chair Ajello ORAL COMMUNICATIONS (Limited to 30 minutes – three minutes per speaker, unless extended by the Traffic Commission) None NEW BUSINESS 1. Approve Minutes – Meeting of June 17, 2025 It was moved by Commissioner Youngerman and seconded by Commissioner Shakespeare to approve the minutes of June 17, 2025, as presented. Motion was carried by the following roll call vote: AYES: 4 COMMISSIONERS: Ajello, Bestian, Shakespeare, and Youngerman NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Harper Item #__1___ Cypress Traffic Commission Minutes July 15, 2025 2 2. Orange County Sanitation District Presentation Mr. Dickie Fernandez with Orange County Sanitation District gave a PowerPoint presentation on the upcoming major sanitary sewer rehabilitation project occurring within the City. The presentation provided detailed information on the project scope, the type of work being performed, the project limits, and schedule. He also discussed the extensive community outreach effort they have in place that includes the distribution of flyers, social media postings, and a 24-hour construction hotline answered by a live person. The project is funded with property tax dollars and is expected to extend the life of the sanitary sewer system by 50 to 100 years. Discussion about the project and its potential traffic impacts ensued between Commissioners, staff, and Orange County Sanitation representatives, Dickie Fernandez, Belen Carrillo, and Brad Moore. 3. School Bus Stop Request The Traffic Engineer presented the report and informed the commission that the Director of Public Works received an inquiry from Ms.Teresa Lennox of the Cypress School District asking about the possibility of relocating an existing school bus stop on Montserrat Street on the east side of Maple Grove North Park that serves up to 40 students a day to Rosario Avenue on the northside of the park. Ms. Lennox also requested, as a student safety enhancement, that Public Works consider prohibiting parking for the relocated bus stop and upgrading the two existing YIELD controls on Rosario Avenue to STOP controls. The Traffic Engineer indicated that he reviewed Ms. Lennox’s request and determined that relocating the school bus stop to Rosario Avenue would be a safety enhancement. Additionally, he concurs with Ms. Lennox that parking should be prohibited along a portion of Rosario Avenue to allow the school bus to stop against the curb and that conversion of the YIELD controls on Rosario Avenue to STOP controls would be prudent considering the anticipated student and parent activity that would occur on Rosario Avenue before, during, and after the school bus picks up and drops off students. Furthermore, it is the opinion of the Traffic Engineer that the installation of crosswalks in conjunction with the new stop signs would further enhance pedestrian safety for both students walking to and from the new school bus stop as well as for residents of the neighborhood walking to and from the park. Discussion ensued between Commissioners, staff, and Cypress School District representative Ms. Teresa Lennox, Director of Maintenance Operations Transportation and Technology. It was moved by Commissioner Bestian, and seconded by Commissioner Youngerman, to concur with the Traffic Engineer’s proposed recommendations as follows: 1. Install a school bus stop on the south side of Rosario Avenue east of Providencia Street between the hours of 7 a.m. and 4 p.m. on school days; and 2. Convert the existing YIELD controls to STOP controls for Rosario Avenue at its intersection with Providencia Street and with Montserrat Street; and Cypress Traffic Commission Minutes July 15, 2025 3 3. Install marked crosswalks across Rosario Avenue at its intersection with Providencia Street and with Montserrat Street. Motion was carried by the following roll call vote: AYES: 4 COMMISSIONERS: Ajello, Bestian, Shakespeare, and Youngerman NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Harper ORAL COMMUNICATIONS (Limited to 30 minutes – three minutes per speaker, unless extended by the Traffic Commission) Ron and Patty Garcia were present but did not address the Commission. STAFF REPORTS (NO ACTION OR DISCUSSION REQUIRED): 1. Traffic Collision Update – Verbal Report Police Sergeant, Michael McBain, was unavailable; therefore, the report was deferred until the next meeting. 2. Traffic Signal Upgrade – Verbal Report The Acting City Engineer provided an update on the traffic signal cabinet replacement project. He indicated that all the new cabinets and components have been installed except for two intersections that are scheduled for completion within the next two weeks. He also shared that the project has gone very well overall, with only minimal impact on the motoring public. 3. Resident Permit Parking District – Verbal Report The Traffic Engineer provided a brief update on resident input received since the Commission took action to recommend to City Council the establishment of a new parking district. Based on the input received it was decided to send out a second mailer to every property in the proposed parking district providing the occupants with an opportunity to confirm their position on the matter before moving forward to City Council. He also indicated that he reached out to the property managers of both the Lincoln Center Mobile Home Park and the Casa Grande Apartment Homes complex offering to hold a meeting with their residents to discuss the matter and discuss parking options. No meetings have yet been set. Cypress Traffic Commission Minutes July 15, 2025 4 4. Winner’s Circle Crosswalk – Verbal Report The Traffic Engineer provided an update and informed the Commission that he has been in contact with a consulting engineer that works for Costco. He provided that engineer with a copy of the traffic data gathered and the Traffic Commission minutes. The next step is to set up a meeting with Costco to discuss the possibility of working together on potential pedestrian improvements both in the public right-of-way and within the Costco parking lot. He will update the Traffic Commission as this effort progresses. The Traffic Engineer informed the Traffic Commission of a couple of residents that complained about traffic safety at Walker Street and Orange Avenue. As a result, minor traffic signal timing changes were made to the operation of the traffic signal. The Police Department has provided the Traffic Engineer with detailed collision records that will be reviewed to determine if additional intersection changes can be made to reduce the potential of future crashes. One of the residents was happy to hear that staff is investigating the matter. Discussion ensued between Commissioners and staff regarding the intersection and crash rates. The Traffic Engineer informed the Traffic Commission of a request for a Stop sign at Sumner Place and Grace Avenue. This item will be presented at a future Traffic Commission meeting. The Director of Public Works addressed the Traffic Commission on changes coming to the Commission and the plan for the election of a new Chair and Vice Chairperson. The City currently is in the process of expanding the Traffic Commission membership from five to seven commissioners. At the September 8, 2025, City Council meeting, the City Council is scheduled to appoint two new commissioners to the Traffic Commission. Then at a subsequent September or October Traffic Commission meeting the plan would be to elect a new Chair and Vice Chairperson. Traffic Commission alternates will be chosen a later time. Discussion ensued between the Commissioners and staff regarding this issue. Commissioner Youngerman made an announcement of a Pacific Symphony concert at Maple Grove Park on Friday, July 18, 2025.
