CYPRESS TRAFFIC COMMISSION
September 16, 2025
3 p.m.
A regular in -person meeting of the Cypress Traffic Commission was held at the Senior Center
Conference Room, 9031 Grindlay Street, Cypress, California.
CALL TO ORDER
Chair Ajello called the meeting to order at 3:00 p.m.

NEW BUSINESS
1. Approve Minutes — Meeting of July 15, 2025
It was moved by Commissioner Youngerman and seconded by Bestian to approve the minutes
of July 15, 2025, as presented.
Motion was carried by the following roll call vote:
AYES: 4 COMMISSIONERS: Ajello, Bestian, Harper, and Youngerman
NOES: 0 COMMISSIONERS: None
ABSENT: 1 COMMISSIONERS: Shakespeare

2. Bicycle Infrastructure & Design Standards — Presentation
The Traffic Engineer provided a PowerPoint presentation on bicycle infrastructure and design
standards. The presentation began by outlining the history of bicycle transportation, the evolution
of traffic controls for bikes, and the development of various bicycle design guides. The
presentation continued with identifying the various classes of bike facilities and modern bicycle
facility treatments and technologies being deployed across the country. The presentation
concluded with a summary of various bicycle infrastructure projects that the City of Cypress has
completed in recent years along with a list of other projects and programs that are currently
being pursued for the future.
Commissioner Shakespeare arrived at 3:50 p.m.
Once the presentation concluded, discussion ensued between Commissioners and staff on a
wide variety of bicycle topics.
.STAFF REPORTS (NO ACTION OR DISCUSSION REQUIREDI:
1. Traffic Collision Update — Verbal Report
Police Sergeant Michael McBain provided a report to the Commission on recent and annual
collision statistics.
2. Traffic Signal Upgrade — Verbal Report
The Acting City Engineer indicated that the physical construction of the traffic signal cabinet
replacement project is complete. The next step is to complete traffic signal timing adjustments
and the implementation of new central software features. It is anticipated that the remaining
work will be completed in the next 30 to 60 days.
3. Resident Permit Parking District — Verbal Report
The Traffic Engineer informed the Commission that Resident Permit Parking District E was
approved by the City Council on September 8, 2025. He also provided a brief summary on the
various outreach efforts conducted by staff prior to the meeting to ensure that all residents of the
area were aware of the matter before City Council and that all had an opportunity to speak with
staff and provide their opinions to the City Council.
Discussion ensued between Commissioners and staff regarding the next steps in the process
and permit requirements and issuance.

4. Winner's Circle Crosswalk — Verbal Report
The Traffic Engineer indicated that he and the Acting City Engineer met with Costco
representatives virtually regarding the possibility of working together to potentially pursue the
installation of a crosswalk on Winner's Circle along with associated pedestrian improvements in
the Costco parking lot. The Costco representatives were receptive to working together with the
City and indicated that they would circle back with staff after they had studied the matter further.
The Director of Public Works announced that the 5K Run will be held on Saturday, October 4th
and that the State of the City is scheduled for Tuesday, October 14.
COMMISSION MEMBERS REPORTS AND REMARKS
Commissioner Shakespeare asked questions related to traffic signal operations and traffic signal
timing and the Traffic Engineer provided answers.
ADJOURNMENT
Commission Chair Ajello adjourned the meeting of September 16, 2025, at 4:22 p.m.
The next regular meeting of the Commission will be held on October 21, 2025, at the Senior
Center Conference Room at 3 p.m.
