Council Member requests separate action on a specific item. Council Members voting no or
abstaining on a Consent Calendar item may do so without removing the item from the Consent

1.Introduce and/or Adopt All Ordinances and Resolutions Presented for
Consideration by Title Only and to Waive Further Reading
2.Adopt a Resolution Approving the Measure M2 Annual Expenditure Report
Prepared by: Matt Burton, Director of Finance and Administrative Services
Recommendation: Adopt a Resolution approving the Measure M2 Annual Expenditure
Report for the fiscal year ended June 30, 2025.
3.Flag Policy Revision to include reference to 4 U.S. Code § 7.
Prepared by: Sean Joyce, Interim City Manager
Recommendation: Approve that attached proposed City Council policy entitled,
"Procedures for Display and Use of the U.S. Flag and State Flag".
4.Adopt a Resolution Amending Hourly Pay Ranges for Temporary Part-Time and
Seasonal Employees
Prepared by: Matt Burton, Director of Finance and Administrative Services
Recommendation: Adopt a Resolution amending hourly pay ranges for temporary
part-time and seasonal employees.
5.Award an On-Call Contract for Police Department Motorcycle Maintenance and
Repair Services
Prepared by: Mark Lauderback, Chief of Police
Recommendation: Award an on-call contract for Police Department motorcycle
maintenance and repair services to Long Beach BMW Motorcycles.
6.Award Task Order for Sanitary Sewer Master Plan, Project 423
Prepared by: Nick Mangkalakiri, Public Works Director
Recommendation: Approve a Task Order for AKM Consulting Engineers (AKM) to
update the City’s Sanitary Sewer Master Plan for $638,302 and authorize a contingency
of $95,700.

7.Approve an Ordinance Lowering the Speed Limit on Holder Street
Prepared by: Nick Mangkalakiri, Public Works Director
Recommendation: Introduce for first reading an Ordinance, by title only, amending
Chapter 16 of the Municipal Code lowering the speed limit from 40 to 35 miles per hour
on Holder Street, from Lincoln Avenue to Ball Road.
8.Approve a Contract for Waste Hauler Franchise Performance Review Services
Prepared by: Nick Mangkalakiri, Public Works Director
Recommendations:
1. Approve a contract with CityGreen for waste hauler franchise performance review
services, in an amount not to exceed $29,545; and
2. Approve a $29,545 appropriation increase in the General Fund for the waste hauler
franchise performance review; and
3. Increase estimated revenues by $29,545 in the General Fund for the reimbursement
by Valley Vista for the cost of the review.
9.Approve an Agreement for Marketing and Communications Services
Prepared by: Jeff Draper, Recreation and Community Services Director
Recommendation:
1. Approve a three-year agreement for marketing and communications services with
Communications LAB for $605,991; and
2. Authorize a $4,672 appropriation increase in the City's General Fund; and
3. Authorize a $5,328 appropriation increase in the District's General Fund.

10.Adopt the 2025 California Model Building, Electrical, Plumbing, and Fire Codes
with Amendment

Recommendation: Conduct the public hearing, take public testimony, waive further
reading, and adopt the four attached ordinances by title only.

Recommendation: Select applicants to be interviewed to fill the vacant City Council
seat.

ADJOURNMENT

2025, beginning at 5:30 p.m. in the Executive Board Room.

The City Council does not endorse the content of the invocation and does not endorse the
invocational speaker’s particular faith, belief and/or religious denomination. The City Council has
an established neutral policy for selecting and scheduling invocational speakers. The City
Council’s policy on invocations is available from the City Clerk.
