HomeMy WebLinkAbout09-16-2025 MinutesMINUTES OF A MEETING OF THE CYPRESS RECREATION AND COMMUNITY SERVICES COMMISSION September 16, 2025 The regular meeting of the Cypress Recreation and Community Services Commission was called to order at 6:00 p.m. on Tuesday, September 16, 2025, in the Cypress Community Center Conference Room. PRESENT: Commission Vice Chair Edwards, Commissioners Cervantes, Erbe, Jackson, and Russell. ABSENT: Commission Chair Dronkers, Commissioner Bentley Also present, Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation Manager; Courtney Powers, Recreation Supervisor PLEDGE OF ALLEGIANCE The pledge of the flag was led by Commission Vice Chair Edwards ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Commission) Daniel Solis, Cypress resident, spoke on a dog park for Oak Knoll Park. Commissioner Vice Chair Edwards recognized Youth Action Committee members Tejaswini Nithiyanadam and Emily Renta. NEW BUSINESS 1. Approve Minutes — Meeting of August 19.2025 It was moved by Commissioner Jackson, and seconded by Commissioner Russell, to approve the minutes of the August 19, 2025, meeting. Motion was carried by the following roll call vote: AYES: 5 COMMISSIONERS: Cervantes, Edwards, Erbe, Jackson, and Russell NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Bentley and Dronkers 2. 2025 Summer Youth and Teen Programming Update and Summary The Recreation Supervisor displayed a Powerpoint presentation on the 2025 summer day camp, parks, and counselor -in -training programs. No action taken. 3. 2025 HolidaDecorating Contest The Recreation Manager provided background and reported the deadline for entries is Friday, December 12 at 5:00 p.m. Commission Vice Chair Edwards recommended combining Best Use of In€iatables with the Toyland category. The following categories for the Holiday Decorating Contest were assigned: Commissioner Bentley: Classic Christmas, Small Spaces Commissioner Cervantes: Gingerbread, Santa's Workshop Commission Chair Dronkers: Business, Light Up the Town Commission Vice Chair Edwards: Gingerbread, Small Spaces Commissioner Erbe: Business, Light Up the Town Commissioner Jackson: Santa's Workshop, Toyland Commissioner Russell: Classic Christmas, Toyland It was moved by Commissioner Russell, and seconded by Commissioner Erbe, to approve the Holiday Decorating Contest plan of action. Motion was carried by the following roll call vote: AYES: 5 COMMISSIONERS: Cervantes, Edwards, Erbe, Jackson, and Russell NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Bentley, Dronkers STAFF REPORTS AND DISCUSSION: Celebrate Cypress Events The Director: Cypress 5K Run/Walk, October 4; State of the City, October 14; Prayer Breakfast, October 23; Women's Conference, November 6. Regular Recreation Commission meeting for October 21 cancelled and special meeting for Halloween Decorating scheduled for October 28. The Recreation Supervisor: Spoke on the Women's Conference. Announced Christen Jackson as Woman of the Year. Recreation Manager: Information on Halloween Decorating Contest will be posted on website September 28. OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS: Commissioner Cervantes: asked if Mackay Park pavilions will be rented at a future date and reported of a low hanging tree limb at Evergreen. The Director responded would prefer to rent out Mackay pavilions, but staffing is the issue. Recreation Supervisor Powers informed that low hanging tree limb was reported to Maintenance. Commissioner Erbe: No report. Informed will not be at October meeting. Commissioner Jackson: Likes that Commissioners are assigned new parks for inspection. Commissioner Russell: Reported on issues at Arnold Cypress Park: bees and spiders; snack bar not having access to trash dumpsters; push cart vendors selling outside of snack bar; back softball field appears to be overwatered; e -bikes in the park. 2 Commission Vice Chair Edwards: reported many mosquitos and dim lighting at Civic Center tennis courts. Recreation Supervisor Powers reported that the lights at the tennis courts are scheduled for replacement September 24. J Commission Vice Chair Edwards adjourned the meeting of September 16, 2025, at 6:50 p.m. to the regular meeting of November 18, 2025, to be held in the Cypress Community Center Conference Room at 6:00 p.m. SECRETARY TO THE RECREATION & COM UNITY SERVICES COM ISSION 3
