ORDINANCE NO. 1224
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS AMENDING
CHAPTER 16, ARTICLE XV, OF THE CODE OF THE CITY OF CYPRESS
MODIFYING SPEED LIMITS ALONG HOLDER STREET.
Il WHEREAS, the City of Buena Park recently conducted and approved a Citywide
engineering and traffic study, as required by California Vehicle Code§22358(a), to establish
speed limits for radar enforcement purposes; and
WHEREAS, the City of Buena Park's engineering and traffic study recommends
lowering the speed limit on Holder Street, between Lincoln Avenue and Ball Road from 40
mph to 35 mph; and
WHEREAS, Holder Street between Lincoln Avenue and Ball Road is jointly owned
and operated by the City of Cypress and the City of Buena Park; and
WHEREAS, the City of Buena Park has approved the recommended 35 mph speed
limit for Holder Street within their jurisdiction and has requested that the City of Cypress do
the same; and
WHEREAS, the Traffic Commission of the City of Cypress has reviewed the request
and speed surveys for Holder Street and has recommended that the City Council authorize
changes and establish speed limits at the following locations, as contained in this Ordinance;
WHEREAS, on the basis of the engineering and traffic study and the Traffic
Commission's recommendation, the City Council desires to decrease the speed limits on
certain City streets pursuant to California Vehicle Code § 22358.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CYPRESS,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. The recitals set forth above are true and correct and
incorporated herein by this reference.
SECTION 2. Chapter 16, Article XV, of the Code of the City of Cypress shall
be amended as follows:
ARTICLE XV. SPEED ZONES.
Section 16-86. Amending State Speed Limits.
It is determined, upon the basis of an engineering and traffic investigation, that the speed
permitted by State law upon the following streets be amended as hereunder set forth, the
speeds being deemed as necessary for safe operation of vehicles thereon. It is declared
that the prima facie speed limit shall be hereinafter set forth on those streets or parts of
streets herein designated at all times when signs are erected giving notice thereof:

SECTION 3. The City Council directs the City Traffic Engineer to post appropriate
signs reflecting the changes approved in this Ordinance and any revised speed limits shall
be effective when appropriate signs giving notice thereof are erected upon the applicable
streets.
FIRST READ at a regular meeting of the City Council of the City of Cypress held on
the 10th day of November, 2025, and finally adopted and ordered posted at a regular
meeting held on the 8th day of December, 2025.
