RECREATION AND COMMUNITY SERVICES COMMISSION
November 18, 2025
The regular meeting of the Cypress Recreation and Community Services Commission was called to order
at 6:00 p.m. on Tuesday, November 18, 2025, in the Cypress Community Center Conference Room.
PRESENT: Commission Chair Dronkers, Commission Vice Chair Edwards, Commissioners Cervantes,
Erbe, Jackson, and Russell
ABSENT: Commissioner Bentley
Also present, Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation Manager;
Ervy Rodriguez, Recreation Supervisor
PLEDGE OF ALLEGIANCE
The pledge of the flag was led by Commission Chair Dronkers
ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the
Commission)
Carlos Ramirez, Cypress resident, spoke on lowering entry fees for the 5K Walk.
Commissioner Vice Chair Edwards recognized Youth Action Committee member Katelyn Nguyen
NEW BUSINESS
1. Approve Minutes — Meetings of September 16, 2025_ and October 28, 2025
It was moved by Commissioner Jackson, and seconded by Commissioner Russell, to approve the minutes
of the September 16, 2025, and October 28, 2025, meetings.
Motion was carried by the following roll call vote:
AYES: 6 COMMISSIONERS: Cervantes, Dronkers Edwards, Erbe, Jackson, and Russell
NOES: 0 COMMISSIONERS: None
ABSENT: 1 COMMISSIONERS: Bentley
2. Six Month Update of Arnold Cypress Park Operations
Recreation Supervisor Rodriguez displayed a Powerpoint presentation for this report.
Commissioner Russell spoke of concerns she has observed at Arnold Cypress Park.
Commissioners asked questions of staff.
The Director praised Supervisor Rodriguez and his team for the successful management of both Arnold
Cypress and Lexington Parks
No action taken.
STAFF REPORTS AND DISCUSSION:
Celebrate Cypress Wrap Up
The Director displayed a Powerpoint presentation of the Celebrate Cypress events in October.
2025 Holiday Decorating Contest
The Recreation Manager informed that the information for the 2025 contest will be posted on the Recreation
website Monday, November 24 and that the deadline to submit entries is 5:00 p.m. Friday, December 12.
OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS:
Commissioner Cervantes: No report.
Commissioner Erbe: No report. Asked if the Council meetings being moved to Tuesdays will affect the
Recreation Commission meetings.
The Director responded it will not as the Council is proposing the second and fourth Tuesdays of the month
for their meetings.
Commissioner Jackson: No report.
Commissioner Russell: No report.
Commission Vice Chair Edwards: No report. Congratulated staff on the success of the Celebrate Cypress
events.
Commission Chair Dronkers: No report. Recommended Commissioners use the updated park inspection
form he designed.
ADJOURNMENT:
Commission Chair Dronkers adjourned the meeting of November 18, 2025, at 7:10 p.m. to the regular
meeting of December 16, 2025, to be held in the Cypress Community Center Conference Room at 6:00
p.m.
