SPECIAL MEETING MINUTES
CYPRESS CITY COUNCIL
November 3, 2025
4:00 P.M.
A special meeting of the Cypress City Council was called to order at 4:08 p.m. by Mayor
Burke in the Executive Board Room at Cypress City Hall, 5275 Orange Avenue, Cypress,
California.
ROLL CALL
Cypress City Council, also acting as the Ex-Officio Governing Board of Directors of the
Cypress Recreation and Park District were all present.

Interim City Manager Sean Joyce
Interim City Clerk Lisa Berglund
City Attorney Fred Galante
Human Resources Manager Regina Nguyen
ORAL COMMUNICATIONS ON CLOSED SESSION
None.
CLOSED SESSION
The City Attorney announced that the City Council would convene in closed session
meeting to discuss the following item:
1. PUBLIC EMPLOYEE APPOINTMENT
Pursuant to Government Code Section 54957
Title: City Clerk
REPORT ON CLOSED SESSION
The City Attorney reported that the City Council met in Closed Session pursuant to
government code section 54957 and held a discussion on the single item listed on the
Closed Session agenda namely, Public Employee Appointment, title City Clerk. A motion
was made by Mayor Burke, and seconded by Council Member Peat, to appoint Lisa
Berglund as City Clerk.
The motion was unanimously carried by the following roll call vote:
AYES: 4 COUNCIL MEMBERS: Chang, Peat, Medrano and Burke
NOES: 0 COUNCIL MEMBERS: None
ABSENT: 0 COUNCIL MEMBERS: None
PRESENTATIONS
2. Myra Avenue Pump Station No. 1 — Project Update
ACTION: Director of Public Works Nick Mangkalakiri provided a presentation to the City
Council on the matter. The City Council provided consensus for staff to return with a
contract amendment to include Alternative B. Council Member Peat recommended that
staff proceed with alternatives A and B. Mayor Burke agreed.

ADJOURNMENT
Mayor Burke adjourned the meeting at 6:40 p.m. to an adjourned Regular Meeting, to be
held on Monday, November 10, 2025, beginning at 5:30 p.m. in the Executive Board
Room.
