ORDINANCE NO. 1223
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
CALIFORNIA, AMENDING SECTION 2-1 OF THE CYPRESS MUNICIPAL CODE
RELATING TO THE TIME OF REGULAR CITY COUNCIL MEETINGS
WHEREAS, the City Council ("City Council") of the City of Cypress ("City")
is authorized to establish rules of conduct for its proceedings pursuant to
Government Code section 36813; and
WHEREAS, the conduct of City Council meetings is governed by Article I of
the City's Municipal Code ("CMC") and Robert's Rules of Order; and
WHEREAS, the City wishes to change the days of the month on which City
Council meetings are regularly held; and
WHEREAS, by adoption of this Ordinance, the City Council wishes to amend
CMC Section 2-1 to replace the days of the month when regular City Council
meetings take place from the second and fourth Mondays to the second and fourth
Tuesdays of each month.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CYPRESS
HEREBY ORDAINS AS FOLLOWS:
Section 1. Recitals Incorporated. The City Council finds the foregoing
Recitals are true and correct and are incorporated herein by this reference.
Section 2. Amendment to CMC Section 2-1. Section 2-1 of the City of
Cypress Municipal Code is hereby amended and restated in its entirety to read as
follows:
"§ 2-1 City Council meetings — Time of Regular Meetings.
The city council shall hold regular meetings at 5:30pm, on the second and
fourth Tuesdays of each month. Said meetings shall be adjourned no later
than 11:30pm, unless the majority of the council waives said adjournment
time."
Section 3. Severability. If any section, subsection, sentence, clause,
paragraph, or phrase of this Ordinance or any part thereof is for any reason held
to be invalid or otherwise unenforceable by any court of any competent jurisdiction,
such decision shall not affect the validity of the remaining portions of this
Ordinance or any part thereof. The City Council hereby declares that it would have
enacted each and every section, subsection, sentence, clause, paragraph, or
phrase thereof, irrespective of any determination of validity.
Section 5. Effective Date. This Ordinance shall take effect 30 days after
its adoption.
Section 6. Certification. The City Clerk shall certify as to the passage and
adoption of this Ordinance and shall cause the same to be published and
posted at the designated locations in the City of Cypress.
