The regular meeting of the Cypress Recreation and Community Services Commission was called to
order at 6:02 p.m. on Tuesday, February 17, 2026, in the Cypress Community Center Garden Room.
PRESENT: Commission Chair Dronkers, Commissioners Erbe, Jackson, and Logovii
ABSENT: Commission Vice Chair Edwards, Commissioners Cervantes and Russell
Also present, Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation and
Community Services Manager
PLEDGE OF ALLEGIANCE
The pledge was led by Mayor Leo Medrano.
INTRODUCTION OF MAYOR LEO MEDRANO
Mayor Medrano thanked the Commissioners for their service to the community.
ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by
the Commission)
Commission Chair Dronkers recognized Youth Action Committee members Adora Anandou, Sanjana
Devanathan, and Joelle Kim.
NEW BUSINESS
1. Approve Minutes — Meetinq of January 20, 2025
It was moved by Commissioner Erbe, and seconded by Commissioner Logovii, to approve the minutes
of the January 20, 2026, meeting.
Motion was carried by the following roll call vote:
AYES: 4 COMMISSIONERS: Dronkers, Erbe, Jackson, and Logovii
NOES: 0 COMMISSIONERS: None
ABSENT: 0 COMMISSIONERS: Cervantes, Edwards, Russell
2. Fiscal Year 2026-2027 Budget Update
The Director provided background on the Fiscal Year 2026-2027 budget process and calendar.
The Commissioners asked questions of staff.
No action was taken.
STAFF REPORTS AND DISCUSSION:
Update on Construction of Veterans Park
The Director: Veterans Park restrooms currently undergoing renovation and should be completed by
end of April.
Update on Baroldi Sycamore Expansion
The Director: Recreation and Public Works jointly soliciting proposals for conceptual designs with
submission deadline Friday, February 20; will reach out to Recreation Commissioners to take part in
the interview process for selection of top design firm.
Cypress School District Agreements for Community Park Sites at Damron, Swain, and Vessels School
Properties
The Director: Joint use agreements for Damron and Vessels expired December 10, 2025; Cypress
School District did not extend agreements, but instead want to approve amended agreements that will
expire August 31, 2026.
Commissioner Appreciation Reception
The Director: Reminded of the Commissioners' Appreciation Reception on April 30.
The Director distributed samples of cards that Commissioners could provide to park patrons with
instructions for reporting issues on the Cypress app.
The Director reported on the February 17 Strategic Planning meeting and that there will be many future
projects staff will be bringing forth to the Commission at future meetings.
OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS:
Commissioner Erbe: No report. Asked if pickleball will be on the March meeting agenda.
The Director: Spoke of the need to balance out agenda items over the coming months due to the
number of future projects, but anticipating pickleball will be on the March meeting agenda.
Commissioner Jackson: No report.
Commissioner Logovii: No report.
Commission Chair Dronkers: No report. Reported speaking to some park patrons at Arnold Cypress
Park who praised the design of the park.
The Director announced that Arnold Cypress Park will be receiving an award from the California Park
and Recreation Society for park planning.

ADJOURNMENT:
Commission Chair Dronkers adjourned the meeting at 6:51 p.m. to the regular meeting of March 17,
2026, to be held in the Cypress Community Center Garden Room at 6:00 p.m.
