HomeMy WebLinkAbout01-20-2026 MinutesMINUTES OF A MEETING OF THE CYPRESS RECREATION AND COMMUNITY SERVICES COMMISSION January 20, 2026 The regular meeting of the Cypress Recreation and Community Services Commission was called to order at 6:00 p.m. on Tuesday, January 20, 2026, in the Cypress Community Center Garden Room. PRESENT: Commission Chair Dronkers, Commissioners Cervantes, Erbe, Jackson, Logovii, and Russell. Commission Chair Edwards arrived at 6:01 p.m. ABSENT: None Also present, Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation and Community Services Manager PLEDGE OF ALLEGIANCE The pledge of the flag was led by Commission Chair Dronkers. ORAL COMMUNICATIONS. (Limited to 30 minutes — three minutes per speaker, unless extended by the Commission) Commission Chair Dronkers recognized Youth Action Committee members Derek Choi, Daksh Kothari, Brendan Park, Ipsita Saha, and Anthony Zeoli. NEW BUSINESS 1. Approve Minutes — Meeting. of December 16, 2025 It was moved by Commissioner Jackson, and seconded by Commissioner Russell, to approve the minutes of the December 16, 2025, meeting. Motion was carried by the following roll call vote: AYES: 7 COMMISSIONERS: Cervantes, Dronkers, Edwards, Erbe, Jackson, Logovii, and Russell NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None 2. 2026 Recreation and Community Services Meeting Schedule The Director informed that staff is recommending the October 20 meeting be cancelled due to all of the Celebrate Cypress events, but that a special meeting can be scheduled if needed. Commission discussion ensued. It was moved by Commission Vice Chair Edwards, and seconded by Commissioner Jackson, to cancel the regular meetings of October 20 and December 15, with the Commission to schedule a special meeting in December at a later date. Motion was carried by the following roll call vote: AYES: 7 COMMISSIONERS: Cervantes, Dronkers, Edwards, Erbe, Jackson, Logovii, and Russell. NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None 3. Consideration of Proposed Statue/Sculpture Donation from Friends of Cypress Cultural Arts The Director presented background on the Art in Public Places Policy; provided update on the two new art pieces being proposed by FOCCA, "Ned" and "Captured by a Story;" and reported on the delay of the City's design and review process being due to ongoing projects, staffing vacancies, and the need for funds to begin the project of installing the pieces. Commission discussion ensued. It was moved by Commission Vice Chair Edwards, and seconded by Commissioner Erbe, to create an ad hoc committee to assist FOCCA with the donation and installation process. Motion was carried by the following roll call vote: AYES: 7 COMMISSIONERS: Cervantes, Dronkers, Edwards, Erbe, Jackson, Logovii, and Russell NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None It was moved by Commission Vice Chair Edwards, and seconded by Commissioner Cervantes, that the ad hoc committee consist of Commission Chair Dronkers and Commissioners Jackson and Russell. Motion was carried by the following roll call vote: AYES: 7 COMMISSIONERS: Cervantes, Dronkers, Edwards, Erbe, Jackson, Logovii, and Russell NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None STAFF REPORTS AND DISCUSSION: The Director: postponing site visit and staff report on the Arnold Cypress Park pickleball courts from February to March due to Mayor Medrano and Council Member Carnahan Strong attending the February Commission meeting; possible City of Cypress pickleball tournament to be scheduled sometime in the spring; slurry seal project at Community Center parking lot; Oak Knoll Park security camera project nearing completion; Veterans Park restroom rehab project to start week of January 26. OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS: Commissioner Cervantes: No report. Commissioner Erbe: No report. Commissioner Jackson: No report. Asked if Cypress police should be called to report someone smoking pot in a City park restroom. The Director affirmed and asked that Commissioners email him as well. Commissioner Logovii: No report. Asked if index cards with information on accessing the Cypress app could be provided for Commissioners to distribute to park patrons who want to report an issue. 2 The irector responded that staff could design something and present at the February meeting. Commissioner ussell: o report. Spoke of using the Cypress app frequently. Com ission Vice Chair Edwards: No report. Commission Chair Dronkers: No report.
