CALL TO ORDER ROLL CALL PRESENT: Commission Chair Ajello — ABSENT Commission Vice Chair Summers — ABSENT Commissioner Bestian Commissioner Bhence Commissioner Harper Commissioner Shakespeare Commissioner Youngerman STAFF PRESENT: Director of Public Works, Nick Mangkalakiri City Engineer, Daniel Co Traffic Engineer, David Roseman Commission Secretary, Norma Vera PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Commissioner Bestian 1. Election of a Temporary Chair for Today's Meeting Due to the absence of Chair Ajello and Vice Chair Summers, a Temporary Chair for the meeting was elected. Commissioner Bestian nominated himself as a Temporary Chair, Commissioner Youngerman seconded. Motion was carried by the following roll call vote: AYES: 5 COMMISSIONERS: Bestian, Bhence, Harper, Shakespeare, and Youngerman NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Ajello and Summers Cypress Traffic Commission Minutes December 9, 2025 2. Approve Minutes — Meeting of October 21, 2025 It was moved by Commissioner Youngerman and seconded by Commissioner Shakespeare to approve the minutes of October 21, 2025, as presented. Motion was carried by the following roll call vote: AYES: 5 COMMISSIONERS: Bestian, Bhence, Harper, Shakespeare, and Youngerman NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Ajello and Summers ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Traffic Commission) None NEW BUSINESS 1. Request for Stop Controls at Sumner Place and Grace Avenue The Traffic Engineer provided a verbal report on this matter. He informed the Commission that he received a request for the installation of all -way stop controls at the Sumner Place and Grace Avenue intersection from a resident that lives adjacent to the intersection. The resident indicated that motorists routinely speed down Sumner Place, and that she believes providing stop controls at the Grace intersection could prevent a future crash. The Traffic Engineer indicated that a review of the "T" intersection revealed that traffic volumes entering the intersection were considered low, that the intersection experienced no reported crashes in the last five years, and that most motorists traveling on Sumner Place were doing so in accordance with the speed limit. However, since the intersection is uncontrolled the Traffic Engineer recommended the installation of westbound stop controls to clearly assign right-of-way at the intersection and enhance safety. He also recommended the installation of 25 mph speed limit signs on Sumner Place to provide motorist awareness of the applicable speed limit for this neighborhood street. After discussion by Commissioners and staff, it was moved by Commissioner Youngerman and seconded by Commissioner Bhence to concur with the Traffic Engineer's findings and recommendations to install westbound stop controls on Grace Avenue and Sumner Place and post Sumner Place with 25 miles per hour speed limit signs. 2 Cypress Traffic Commission Minutes December 9, 2025 Motion was carried by the following roll call vote: AYES: 5 COMMISSIONERS: Bestian, Bhence, Harper, Shakespeare, and Youngerman NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Ajello and Summers Temporary Chair Bestian asked for an update on the Orange County Sanitation District project. Director of Public Works and City Engineer provided an update on the project. Commissioner Youngerman asked staff if the City has any jurisdiction over the Los Alamitos Air Base. The Traffic Engineer responded indicating that the City has no jurisdiction. STAFF REPORTS (NO ACTION OR DISCUSSION REQUIRED) 1. Project Updates The City Engineer and Traffic Engineer updated the Commission on the Holder Street speed zoning matter, reporting that on December 8th the City Council approved lowering the speed limit to match the limit recently approved by the City of Buena Park in the vicinity of Cypress College. The new speed limit signs will be installed in coordination with Buena Park in early January. The City Engineer and Traffic Engineer updated the Commission that the traffic signal improvement project at Valley View Street and Plaza Drive to install an eastbound left -turn arrow is under way. The Traffic Engineer announced that the citywide traffic signal timing project, which was placed on hold during the equipment upgrade project, will be starting back up soon and that implementation of the new signal timing is anticipated in the Spring of 2026. The City Engineer indicated that the citywide installation of wave pedestrian buttons at the City's traffic signals should begin in early 2026. The Traffic Engineer indicated that the grant application for a new active transportation plan for the City was completed and submitted to Caltrans. The City hopes to hear back from Caltrans in the summer. If the grant is awarded, Caltrans will pay 89 percent of the cost of this project which is planned to include a significant public outreach component. The Traffic Engineer indicated that he has not heard back from Costco recently on the possible crosswalk project. However, he does plan to reach out to them sometime after the new year. Temporary Chair Bestian inquired if there is any additional parking that could be made available for Costco. The Traffic Engineer shared that there typically is additional parking available on the 3 Cypress Traffic Commission Minutes December 9, 2025 northside of the building near the tire center; however, it requires a long walk to reach the entrance. COMMISSION MEMBERS REPORTS AND REMARKS Commissioners Youngerman and Shakespeare asked about the Cypress College swap meet since it appears to be very busy. Temporary Chair Bestian indicated that the Orange County Swap Meet has been closed for a couple years now and thus all the local swap meets are busy. Commissioner Bhence shared that he is on the Tanglewood Homeowners Association Board, and he was asked to inquire about parking regulations and if anything could be done to ease the parking situation in that neighborhood. Discussion ensued between Traffic Engineer and the Commission members; however, the Traffic Engineer stated that he didn't know what more could be done since public street parking is on a first come first served basis. Commissioner Shakespeare asked who oversees the tree removal project currently going on in his neighborhood. The Public Works Director indicated that it is a Public Works project. Discussion ensued between the Director and the Commission about that non -traffic related project. Temporary Chair Bestian asked about the Myra Avenue speeding matter that was heard at the last meeting. The Traffic Engineer indicated that he had reached out to the resident that made the complaint and invited him to address the Commission, but he did not receive a response. ADJOURNMENT Temporary Chair Bestian adjourned the special meeting of December 9, 2025, at 3:40 p.m. to the regular meeting of December 16, 2025, at the Senior Center Conference Room at 3 p.m. SECRETARY TO THE TRAFFIC COMMISSION 4
